Eradicating sexual harassment from econ requires taking systematic approaches to (1) increase the benefits by having material actions be taken against perpetrators and (2) design reporting systems that reduce reputation/retaliation cost (& are robust to strategic misreporting).
Theory predicts that providing plausible deniability through garbling can increase reporting of sensitive info. We evaluate this in a real-world setting & find large effects on workers' reporting of harassment. We also consider other ways to increase reporting-more in the paper!
From studying people’s reporting decisions (and being a woman in the field), my sense is that people rarely come forward because the costs are enormous relative to the benefits. E.G., see

When deciding whether to report (sexual) harassment, people weigh the expected benefits of reporting, which depend on the likelihood and the meaningfulness of the action taken in response, against the expected costs, in particular the retaliation and reputational costs.
My sense is that in academia, the more fundamental challenge is (1): changing organizations' policies & professional norms so that harassment is appropriately penalized. This requires strong political will by the powerful and widespread support/enforcement by the field.

The first of these provides an up-to-date summary of issues at the intersection of international trade & development, and will be released on Thursday October 27th.
On (2), my collaborators and I hope that our research can help us to learn about the potential of reporting mechanisms including garbling information to provide plausible deniability (this paper) and using reporting escrows to coordinate reporting by multiple victims (ongoing).
While designing reporting systems that increase transmission of sensitive information in equilibrium is *hard,* we have theory to guide us and increasing empirical evidence on their efficacy.

At the export gate, relationships between exporters & buyers help overcome quality, financing, and reliability issues. In 2019, 80 & 70% of trade in coffee & garments took place between partners that traded in 2018. + corr between trade in relationships & market concentration.

Coincidentally, we have a study in the field on exactly this question! Give us another year or so, and we will be excited to share our findings.
We estimate that over 80% of teams sampled had at 1+ worker who had been harassed. The extent to which victims were isolated in teams varied by harassment type. These stats reveal that harassment is widespread; a policy of firing all harassers is unlikely to be feasible.

! It's worth noting that we tested these reporting mechs in the context of workplace harassment bc it is the relevant issue in our setting. But we think they're relevant for governance systems for many forms of misbehavior & hope others will also test them!
They also alter how markets function, and to understand market power along supply chains, frameworks should adequately account for the underlying contractual frictions that relationships address. We suspect that these themes are relevant to other areas of international trade.

Very exciting to see our paper as one of a growing list of insightful working and published economics papers on harassment. But we’re still far from the optimal number in my opinion.
Beyond the export gate, in both coffee & garments, relatively small numbers of large firms command market power over farmers and workers. We show examples suggesting that monopsony power is positively correlated with the quality of relationships.
(3) In 86.5% of physical harassment cases and 73% of sexual harassment cases, victims are isolated w/in teams (i.e., only 1 person reports harassment). Implication: Requiring multiple to come forward with corroborating evidence would miss the vast majority of these cases. [4/6]
