Looks like the city of Berkeley is paying to maintain its own police presence at the barricades near People's Park (like on Telegraph Avenue, where BPD arrested four people yesterday). UCPD is patrolling within the barricades, but anything outside of that is city jurisdiction
I have just confirmed with BPD that Berkeley officers at barricades in the Southside neighborhood not directly adjacent to the Park are not there as mutual aid under UCPD but at BPD's own initiative, meaning the City is paying out-of-pocket. This is not acceptable.
