Maybe the decision was based on saving the lives of innocent women and children rather than domestic political considerations or supprting one of the official "sides". The joint statement with the PM's of Australia and New Zealand explains it in a balanced and fair manner.

Went to the Ottawa Hospital ER. (Spouse had sports injury and is now recovering.) Didn't see a "divided nation", hear anyone whining about masks or woofing about "freedom". I saw fellow Canadians patiently waiting their turn to see hard working, compassionate HCWs.
