1. The Bill shows the Oireachtas is not bound
The entire premise of the 2004 Act, which we are bound to follow, is that investigations are held in private. That confidentiality applies to the evidence and records gathered by the inquiry. It is central to allow testimony be given freely.

Many Direct Provision owners/operators are offshore companies - how can this secrecy be compatible with State’s human rights responsibilities?
I believe records of Direct Provision need to be in the National Archives -same goes for all state-funded social services past & present
The Government has erred extensively in its description of the 2004 Act, the Oireachtas' ability to amend the 2004 Act's application to this archive, and the content and impact of EU law in this whole domain. It's beyond disappointing and everyone has to do better.
