A massive human trial could be dangerous because in the case drug doesn't work, we'd expose many people to both the proposed drug and the virus. Moreover, indiscreet human trial might help the virus mutate or make it drug resistant, as in the case of TB. 2/n

What are you suggesting is nothing sort of dangerous. Vaccines are developed in step wise manner, initially with animal trial and then moved to human trial and then to commercial usage, in order to minimize it's negative effect on the human population. 1/n

Speaking from a Bayesian's perspective. Ordering of variables/parameters is imp because it interferes with the calculation of entropy. You could follow the reference papers mentioned in my Conditional Reference Prior paper in Bayesian Analysis.
