1/ We study the determinants of contemporary forced migrant labor, a phenomenon on the rise in developed, migrant destination countries. Migrants are smuggled and work under threat in conditions close to slavery. This phenomenon affects 27 million people worldwide (ILO, 2020).

1/ First, the magnitude of the problem: modern criminal organizations extract enormous profits from public contracts and subsidies. In the EU, 300 to 900 million is lost to criminals every year. States involuntarily finance organized crime, while losing an opportunity for growth.

2/ In 2013, Italy enforced a policy screening firms applying for +150,000€ in public subsidies for connections with organized crime. We collect data on all subsidies and firms during 8 years to study how firms' behavior changed around this threshold after law enforcement.
