Political appointments are sometimes framed as a 'necessary evil'. In fact, they're a vital part of how government functions. My thoughts in this week's blog 👇

Am unconvinced by the view that the UK should see itself as a 'middling power' and have a foreign policy stance much more similar to 🇨🇭/🇩🇰 than 🇫🇷/🇩🇪. Seems like there are important, material differences that distinguish us from smaller European powers. 🧵

Thoroughly enjoying the first few chapters of @Samfr ’s new book. His anecdotes about centre’s (lack of) capacity to manage long-term change are spot on. How would people feel about a book club to meet and informally share ideas on a semi-regular basis for overhauling the State?

👉It would be inappropriate to act as if we were more similar to a small European power than one with the status of 🇫🇷/🇩🇪. The differences above are all materially important factors in how we should approach our relationship with the world. Ignoring them does us a disservice.

It’s a failure of ambition that we see 150k legal jobs as “balancing out” lower productivity jobs in the public sector. We should strive to have a high productivity public sector that attracts and properly rewards the most talented and ambitious.

The secret here is that 24-year-old lawyers earning 5x the average wage probably have 10x the average productivity. Luckily for society they're balanced out by low-productivity public sector arts grads who think they're much better at deciding how to spend that money.

1/ "Treasury brain" is a symptom of bad fiscal rules & counterbalancing profligate government departments. There are many bad ideas for spending that HMT blocks. Lots of "ambitious proposals" never pay off. And when you have a hammer, everything looks like a nail.

These are great places to visit for a long weekend. They're also hollowed-out toy-towns, full of pensioners and students. High house prices, no job opportunities, economies reliant on tourism and subsidy. London is perhaps the only functioning bit of the British economy.

Worrying to see in @NatCen survey today a falling # who think preventing illness should be an NHS priority It's true prevention should be a cross-cutting, not NHS-specific, goal But w/ record dissatisfaction in acute services, failure to invest upstream is part of the problem!

Fab discussion so far on why the state can’t seem to “get things done”… 👉 Trade-off between scope of the state (things it wants to do) and impact 👉 Lack of ambition & belief in our ability to renew existing institutions and found new ones 👉 Too many veto players & processes

Citizens' Assemblies are sometimes touted as a way of 'breaking the deadlock' on stalemate policy issues (inability to build homes, sustainably fund social care) But what are the risks of this approach & can CAs lead to more innovative policy? My take in this week's Reform blog.

Should the public make policy? This week in the Reform blog, can Citizens' Assemblies inform better policy? And just as importantly, when *shouldn't* they be used. Read below👇

To embed a culture of efficiency across Whitehall, we must stop seeing it as a job for finance directors, HMT spending teams, or politicians alone. Instead, there should be meaningful incentives & rewards at every level - and across roles - to do more for less. 1/

V interesting finding from our #StateoftheStateUK report👇 Runs counter to usual narrative that younger generations are inherently “high tax, high spend” Perhaps speaks to growing generational disparity in who benefits from this spend (triple lock 👀) and high marginal tax rate

Another illustrative example of where our health system's failure to respond to crises is, in large part, the product of over-centralisation. Today @reformthinktank publishes its second report of the week - on the future of the UKHSA. A 🧵 of its findings...

A really important report by my colleague @stkaye . Overcentralisation is a lose-lose. It's worse for local areas who feel micromanaged & are at the whim of Whitehall's short-termism. And it's worse for Whitehall itself - clogging up capacity & making it much less strategic.
