Current #STL legislation is clear. SNP staff have been asked to provide accommodation to other SNP staff for the purposes of carrying out work. Assuming that they will be on expenses, then Section 2(1)(b) and section 3(d) apply, as does Schedule 3(14).

That was merely a smoke screen and you know that perfectly well. Competition laws are designed to promote fair competition, prevent market distortions, and protect consumers. If a local authority enacts policies that explicitly favour hotels / serviced apartments over STLs, could be viewed as discriminatory and anti-competitive.
