You need patience when running a literary magazine. Sure, I'd love a few more submissions. A thousand followers overnight. Understand that if something is meant to happen, it'll fall. Only, at the right time.
Writers make magazines successful. Sure: good design, money, and an interesting niche go a long way, but we live in a world with thousands of small presses' and zines working to spread good art with little profit. Take a break, submit to small zine. You make us happy.
