The very first lesson in sexual behaviour, to both boys and girls, needs to be - YOU CAN SAY NO AND YOUR PARTNER MUST ACCEPT IT. This has ALWAYS been the most important thing. Without this, anything else is a waste of time. Every single sex education lesson should begin with this
