ruling on the Grants Pass case is NOT abt criminalizing homelessness, nor is it— in and of itself—a fix to our nation’s crisis.
Rather, it is abt giving jurisdictions the tools to enforce public camping bans to mitigate negative impacts on communities
Yesterday's executive order by

forcing 'encampment clearing' on state land & encouraging local govts to do same is a road to nowhere. It will have ZERO impact on the state's self-made crisis.
Why? CA is the only state to follow the federal government in adopting
Accountability in our homeless system is non-existent at every level- from the individual to the non-profit to the government administrators.
Homelessness is at its highest level since we began counting in 2007, despite the hundreds of billions that taxpayers have invested.
The Homeless Industrial Complex- incl several folks in this story- continues to misrepresent the recent Supreme Court Grants Pass ruling.
This ruling is NOT a mandate to criminalize homelessness. It provides policymakers the opportunity to create/enforce unsanctioned camping,
One simple tweak to our nation's homeless system could make all the difference. Shift the focus towards the restoration of human beings, rather than just providing housing.
Humans are inherently designed for purpose, not mere existence. We thrive in communities, not in isolated

This image epitomizes why Housing First— as a one-size-fits-all approach to homelessness— has not and will never work. ~80% of the homeless population are struggling with the diseases of mental illness and/or addiction.
By definition, mental illness and addiction are complex

@washingtonpost
:
It’s time for D.C. policymakers to accurately recognize the number of families struggling with homelessness in the nation’s capital.
America's homeless families are suffering due to blatant neglect by the very systems that should protect them.
The lineage of neglect began in '09 when a bureaucratic maneuver by
@HUDgov
modified the federal homeless definition leaving countless families ineligible for support.
@Twolfrecovery
Tom, you are right! I ran Northern CA’s largest program for homeless women and children for 13 yrs. 78% of our women struggled w addiction. 70% mental illness. And btw, 70% domestic violence. 65% criminal history. 50% no hs diploma/GED. Policy Lab data applies to all.
Here is yet another fraud allegation. According to my friend

2/4 But Tyler is equally scared of being placed in housing where he can continue to use, saying he needs counseling/daily testing to stay clean.
Such housing was eliminated under government's one-size-fits-all Housing First approach as it is “too high barrier”, too many rules.

3% of homeless allocation on shelter/sanctioned encampments which is where the opportunity to stabilize and educate exists-- all spent in '21. Why? Question: of the homeless you encounter on Austin streets, how many would accept housing/do well there, directly from streets?

@IWF
@RepAndyBarr
The homeless system is completely devoid of accountability— frm the individual level, to the non-profit level, to counties/CoC’s, to
@GavinNewsom
, to the feds. Thus, I am not sure why this is newsworthy… or surprising.
2/2 Yet,
@HUDgov
says that under 30% struggle w/ these issues. Their data is based on a volunteer-led count that asks homeless-- in wee hours of night-- if they have these struggles.
We will not solve this problem until we understand it...

In California, a radical version of "harm reduction" has forced homeless housing and service providers that once emphasized sobriety and abstinence to allow “a free flow of alcohol and hard drugs.” Critics say it's abandoning users to addiction. My report:
2/2 in failed homeless policy, they are demanding that you accept this as the new normal. Don't buy in! Hold them accountable for investing in policies that support homeless in getting treatment, thereby restoring our communities.

An unprecedented $12B to address homelessness in CA, including ending it for families in 5 yrs.
What could have been a tremendous opp for CA is, instead, a tremendous investment in ineffective policy, ineffective personnel and empty promises. (1/2)
Housing First pivot means all homeless are placed in ind housing units, enabling isolation and continued drug abuse.
Under its rule, homelessness rose by 16+% across country... street homelessness by 21%. Has this contributed to death rate increase? Let's look into it... 4/4
4/4 Tyler has watched many neighbors return to the camps as the isolation in the "free place to use drugs" begins to wear. Gov’t policy is failing Tyler and many of his current neighbors. We must demand change/effectiveness. For Tyler's sake, and for our own.

More truth by

#answersbehindtheREDDOOR

3/4 Tyler has seen many current neighbors fall into “the trap”, returning to the camps after receiving permanent housing where they can use and where no counseling is available unless requested... which rarely happens given that the majority suffer from Anosognosia.

Our homeless support system was dealt a massive blow in ‘13 under the one-size-fits-all roll out of Housing First. Programs that help those struggling w homelessness to get sober and become positive contributors- like the one I ran for 13 yrs- became ineligible for public
A homeless man wants to work and be a productive member of society yet is denied everywhere he tries. He’s convinced the system wants to keep him on the streets to keep social services thriving.
Why is this a "surprise"? Placing the homeless in housing w/out first preparing them to succeed in housing-- incl addressing underlying mental illness and addition-- results in significant/costly damage to the housing.
5/5 In addition, she will likely need to be coerced into a program that provides these due to perceived comfort. However, these elements have gone by the wayside under govt’s one-size-fits-all Housing First approach. We must demand change. We must demand effectiveness.
