This is a very common Russian military tactic. They did this in Syria as well. Declare a ceasefire for "humanitarian" reasons, then state that anybody who stayed in the city is CLEARLY a jihadi or a Nazi or whatever, and bombard the civilian areas with that as your PR line.

To expand on this a bit - Russia has definitely struck aid sites in Ukraine (and many civilian sites) in stark violation of IHL. But they have generally respected the safety of convoys notified to them by the UN. The point is that the IDF isn't even meeting that lowest of bars.
