This is a really problematic way to frame the question. The primary duty is to safeguard and prevent the abuse of girls. Whether this criminalises teenage boys should not form part of how a school meets this duty.

Research has consistently demonstrated that sexual assault & violence against women is significantly underreported. Any data we do have on this has to therefore be treated as an underestimate from the outset. Evidence of prevalence also has to be seen against this context.
