As a slightly crass comparison - if you went to a restaurant and got served a hamburger which wasn't fit for human consumption - it's the restaurant you'll hold to account. Builders must put up safe buildings. It's really simple.
This is a very good point - there isn't some magic checking process on the building - the ultimate responsibility for a flawed building lies with the developer. Period.
The housing industry was downing champagne at 5 star hotel award ceremonies. For a development that's now potentially unsafe and unfit for purpose. You can see why residents are furious!
