The general concept, did the hitter offer (swing) at the pitch?
Most pitchers say yes, hitters not so much.
Sometimes the bat moves very little but he offered, other times it moves a lot but he in fact checked it (didn’t offer). (3/4)

It’s one of the toughest calls we have because of the lack of rule clarity and it happens very quickly.

I wasn't allowed to join a baseball history/stats club in HS. For a 'test' I was asked who Curt Flood was. I explained who he was & why he was important. I was told my answer wasn't thorough enough. I had wanted to join the club in the first place so I could learn more.
