In office for less than six months, Gen. Patrick Nyamvumba dismissed for "accountability reasons". Since 1994, Rwandan cabinet retention rates have averaged less than 2 years; the only constant being Paul Kagame. Either, Kagame must thus be an angel in hell or a devil in heaven.
As we remember +7,000 Tutsis murdered this day in 94 at Gatwaro stadium in an infarno the Red Cross described as a human tragedy unseen before and +6,500 Tutsis murdered at Sovu convent same day; let's remember +8,000 Hutu murdered at Kibeho, same day, in 1995, by the RPA forces.
This statement by Rwanda's closest ally US, coupled with UK's statement, is a politico-diplomatic blow to PK's "Tutsi genocide industry". But, there is no legal import at law. US & UK should press for prosecution of RPA officers who killed Hutus. The rest is political chicanery.
An interesting statement by
@USUN
whereby they do recognize all innocent Hutu victims that they were killed in Rwanda in 1994 during the genocide:
"Failing to honor and remember these victims presents an incomplete picture of this dark part of history"
Whoever says Ingabire Victoire hates Tutsis is intentionally misleading for a very sinister motive, or doesn't know her. From my experiences with her, i can attest she doesn't. I hope to spare some minutes and pen a piece on this soon. Insha allah.
Having left EU, UK can't invoke Dublin Regulation. No bilateral agreement exists between France and UK. There is no any other international law premise upon which UK can base on to invoke France's responsibility. Classic case of having a cake and eating too. On point
@StevePeers
Tim Loughton MP seems unable to grasp that the UK declaring that asylum seekers are French responsibility does not oblige France to take them. The UK left the rules on responsibility for asylum seekers which were part of EU membership; they do not magically continue after Brexit.
Unless the hunted get their own storytellers, the story of the hunt shall always glorify the hunter. Only those who don't know the RPA (and its parent the NRA) modus operandi in Kagera Salient, Luwero triangle, Byumba, up to DRC, can question Judi Rever's excellent effort.
@bertingelaere
@freyntje
On the strength of independently collected evidence. I have detailed testimony from several ex-RPF members, & from survivors & the commanding French officer. I also have the names of 40 RPF commandos who killed in Bisesero. RPF infiltration of Hutu militia was documented by ICTR.
Basing on the principle of multiple coincidences, some hold the Rwandan gov't responsible for Kizito Mihigo's death. But,assuming this really was a suicide, the gov't had a positive legal obligation to prevent it. Only an independent invest'n can show criminal negligence or none.
Rwandan gov't figures of the dead in genocide memorial sites, contrasted with the official numbers of the Tutsis who lived in respective localities, reveal a glaring disparity. Per the figures, one hard fact emerges: The number of the Hutus dead is almost double the Tutsis.
Two years ago, a Hutu former Rwandan minister
@onduhungirehe
called me a "genocide denier". I told him to watch his steps.
Today, a former minister, now RPF commissioner
@HarelimanaAK
, who worked in Rwanda during Habyarimana's reign, said
@JudiRever
and I "started" the genocide.
Paul Kagame can be accused of many failings but he surely deserves credit for his ability, through terror and coercion, to exert absolute control over Rwanda's political psyche; to the extent that he can illegally forfeit gov't employees' salaries and they clap hands. Credit due.
Govt of Rwanda says all Cabinet Ministers, Permanent Secretaries & Senior Govt Officials to forfeit salary for this month as part of fight against Coronavirus Pandemic.
I know the risks but a nation is worth the sacrifice.
I am not a fan of political parties. Ours is a movement.
Victoire Ingabire Umuhoza and I are teaming up to answer a national duty. Please join us.
@DidasGasana
I never knew you were interested in high office. You are a brave Rwandan - people who challenge the strongman Kagame end up in prison or dead as Rwisereka who was murdered and partially beheaded. I can hardly wait to learn more about what you & your political party stand for.👍🏿
Mr. President, what is in Kigali is not a VW assembly plant but an SKD that, like in Kenya, puts final kits on VWs imported from VW plant in South Africa. A VW assembly needs USD400M+, not USD20M VW invested in that SKD. This is poor spin. Have you lost your shame instinct?
President Kagame: Some found it hard to believe that German cars could really be built in
#Rwanda
. Yet today, the first vehicles are rolling off the assembly line.
What an asinine comment! Which part of the translation did she get wrong? You may disagree with her inference but the translation is right. The tweet has no relation to her book and neither has
@JudiRever
claimed this to be a superb investigative feat.
This demonstrates how you work as genocide ideologue. Get wrong translations and interpretations which you end up calling investigative journalism. Your book which shd be called "IN PRAISE OF GENOCIDAIRES" is purely a condensed compilation of genocide ideology/denial.
The only neighbouring country leader missing at Ugandan President Museveni's swearing in today is, ironically, one of the 27 armed men who attacked Kabamba in 1981, starting a 5-year war that brought Museveni to power in 1986. M7 would later help the leader capture power in 1994.

It is an insult to Mr. Lewis' legacy to be eulogised by a president who metes onto his political opponents the same wrath Lewis fought against all his life (political arrests, police brutality & death). Epitome of mendacity at its best.
John Lewis actions inspired many, in the US & around the world, who have had to stand up to situations of injustices of different kinds. May his legacy continue to inspire generations to have the courage to face injustice with

This confirms my long-held view that the main characteristic of the ruling Tutsi bourgeoise is a mix of ethnic supremacism and a feeling of a besieged community under constant threat. Away from the criminal nature of this speech, it lays bare that RPF fall flat on ethnic cohesion
Just to remind: RPF's Gerald Gahima and Claude Dusaidi wrote to the UN on 30 April 1994, categorically rejecting UN intervention to stop the massacres. "The time for U.N. intervention is long past. The genocide is almost completed." Mark the date: 30th April.
Today marks 26 years since the UN Security Council voted to withdraw bulk of its peacekeepers from Rwanda sending green light to Hutu Power it could continue the genocide of the Tutsi unhindered. Inexcusable negligence and avoiding moral duty and international legal obligations.
Any one remembering Kagame in 2012 expressly ruling out running for third term in 2017 can't reasonably believe he' ll step down in 2024. In 2012, he said:"We have the constitution in place. We have term limits. I’m serving my second and last term.” He'll bow to 'pressure' again.
Winds of change? Rwanda's Kagame, Tanzania's Magufuli, Burundi's Nkurunziza to quit when their time is up…and Kagame reportedly told the 17th Annual National Dialogue that he wished to be replaced by a female president.
Commonwealth SG Patricia Scotland, 12 April 2021, Kigali: "Rwanda is absolutely ready to host CHOGM 2021".
UK State Minister for Commonwealth Lord Tariq Ahmad, 29 April 2021, Kigali: "Rwanda is enthusiastic and able to host CHOGM 2021."
One week later: CHOGM postponed. Think!

Just for starters, Maryse is innocent, never indicted, never charged. So what the hell has the Rwandan gov't forgiven her for? As regards her brothers, under what legal theory is criminal responsibility geneologically or sexually transmitted? Shame.
Is it only me who finds this "They" and "We" dichotomy extremely disingenous and exceedingly dangerous for a sustainable reconciliation?
Is it only me that finds this dichotomy a ticking time bomb for the "We" in future?

In a letter to President Paul Kagame, UK legislators request for release of incarcerated Rwandan army officer Col Tom Byabagamba and RTD Frank Rusagara. May the EU legislators follow suit.
In their wisdom, the facilitators proposed to the

They refused.
I will be holding an online seminar on May 7th for International Criminal Law students at Örebro University about Rwanda's traditional justice system. Don't know how many will attend but Zoom has so far worked well for me.
Difference btn a dictatorship and democracy explained in numbers:
Swedish Migration Board statistics show that btn 2000-2019, a total of 387 Rwandans sought asylum in Sweden.
In the same 19 years: Only 4 people from Botswana and only 11 from Mauritius sought asylum in Sweden.
Major Michael Mupende, one of the initial RPA officers that attacked Rwanda on October 1, 1990, says the deaths of Major Gen. Fred Rwigema, Majors Baingana and Bunyenyezi, was an inside job- killed by fellow RPA. Points to Gen. Paul Kagame's assassins.
Pity anyone who listens to President Kagame's lectures on corruption. It is basically like listening to a cannibalist advising you where to bury your dead one, or a dracula asking you to put it in charge of a blood bank. Simply put.
Let's be clear: Kagame is an authoritarian. And while he may have kept keep street-level corruption in check, cronyism in
#Rwanda
is rampant. In fact, the investment arm of the ruling RPF totally dominates the economy. This is a massive deterrent to private investment and growth.
@therwandaeditor
@DidasGasana
On April 30, 1994, Kagame’s RPF stated: ”Consequently, the Rwandese Patriotic Front hereby declares that it is categorically opposed to the proposed UN intervention force...”
When Bolshevik party leader Lenin (RPF's Rwigema) died in 1924, Stalin imposed himself on to power. He killed and sidelined all Generals and party officials who questioned his rule. He believed all who had ties with Lenin were a threat. By 1938, all were done away with. Familiar?
Pity that Rwanda's political banquet hall is by design dominated by mandibles & kings of insults/abusive language. When they go low, we go high.
The opposition isn't spared either. But this chaos is so good that it forces the people to look for a better choice.
DidasGasana2024.
At issue is that this pursuit of political leverage/power by repressing Hutu memory in favour of a dictated official memory is antithetical to any post-conflict co-existence; making a repetition of our dark past a foregone conclusion. Enforced amnesia is hardly a route to unity.
@DidasGasana
.
@DidasGasana
is absolutely right. Let's stop this battle over figures that hides the dramatic fate of so many innocent people, Tutsi, Twa and Hutu alike. Victims not so much of personal hatred, but of political designs intent on keeping or taking power and privileges.
@DavidHimbara
From my perspective, there is a deeper problem beyond Rwanda's usual crackdowns. Karasira wasn't a usual Ingabire Victoire known for her legitimate criticism. He was a man who cried for help. We as a society didn't heed. We are all to blame. Shame be upon us as a society.
Rwanda is a nation/state. She needs a driver. The driver rides on a road. The road isn't tarmac. Bus loaded with passengers. Sometimes, passengers incapacitate the driver. And the vehicle crushes. Passengers? Please. We are safely reaching the destination. Hold on.
Text of the new Rwanda-UK asylum deal. First impression: Simply symbolism. Rwanda is progressive at positive law, but applying the law is a different matter. Nothing convincing as regards UK Supreme Court objections.
@StevePeers
@Jacobbe79601492
Just to remind: It's not the first time Kagame's gov't kills refugees, both Rwandan and congolese. It did in 1996 in Israel camp in Goma, in Mudende, Nkamira, Kibeho & Mugunga and many more in DRC. To the Int'l community; justice matters last.
@DavidHimbara
Oh poor Rwanda! We are now talking of about 1.5% of Rwanda's total budget - a sizeable portion borrowed- siphoned into Kagame's coffers in 9 months. This, in a country where 80%+ have no access to power; 50%+ living on less than 2$ a day; where a teacher earns < 50$ per month!

I found one thing intriguing- Inside Kagame's choices for diplomatic representation. Most of those he appoints had been sacked for incompetence/crimes. Latest:

General Nzabamwita dismissed any suggestion of illegality. He added the head of Belgian intelligence and the C.I.A. station chief in Kigali had personally congratulated him on the arrest. American and Belgian officials denied the general’s assertion. Hehe

Apropos the court of appeal's verdict in Brugiere's case; 3 things to note.
1. Insufficient evidence doesn't mean innocence.
2. Case not definitely dismissed. Could new evidence emerge, case can be resumed.
3. The victims can challenge the decision in the court of cassation.
The Court of Appeal of Paris has dismissed the "Bruguiere Case", on appeal. The first instance court also dismissed it.
This so called Bruguire Case has been a travesty of justice, a total and complete farce that should not have happened in the first place.
Certainly, i know adhominems are RPF trolls' tool box. But what makes rather educated people stoop so this low may be beyond fanaticism. It is a result of psychological torture to prove party allegience especially "intellectuals" from the other side of the ethnic divide. Sadly.

PK's political philosophy is: Control the money (reason why mass poverty is in his benefit); control the army (reason why his 1990 peers are six feet under, exiled or silenced);then control public anger by reciprocal altruism (by semblance of service delivery and accountability).
The battle lines have been drawn. The last lines of defence intact.
We are determined to internalise the struggle and fight from within.
Our message is hope.

Kagame boasts of infrastructure dev't, with some of the world's mega projects that die prematurely, but forgets that at the center of nat'l dev't is human dev't. The tripple malaise of ignorance, disease and poverty are antithesis to nation building. Conscious choice i bet.
Much thanks. The countries where these people will be representing Rwanda know of all this. They have embassies in Kigali. They know the kind of people they will be dealing with. This is both a national shame and a national disaster. But a qn remains: Why does Kagame do it?

Disinformation isn't a preserve of Kremlin. I saw a tweet today claiming Denmark sent asylum seekers to Rwanda, but for opposition, deal died prematurely. I also read that UK did the same. Fanatical newsmen jumped on it. Absent connection and consent, deal is dead (legally).
Yet again - the EU Member States have already rejected adding a "Rwanda clause" to asylum procedures law. Here we see the full false claim laundering cycle: from a client journalist back to a politician.

To suggest that more than one million Tutsis were killed in 1994 is one of the world's greatest international lies exported by post-1994 Rwanda; comparable to Iraq's WMD. A critical inquiry should begin from asking: How many Tutsis were in Rwanda in 1994.
@DidasGasana
On average, you are looking at US$1 million a trip. That is US$42 million right there. A big chunk goes to the owners of the Gulfstream 650 Kagame charters for his travels. And of course you know the owners - Crystal Ventures Ltd, whose chairman is no other than Kagame.
Steve is absolutely right. A treaty is law (see art 38, ICJ statute. For beginners, the Vienna Convention on Law of Treaties, art 26, binds states that have ratified a treaty, and states can't invoke national law as a justification for failure to abide by the treaty (art 27).
Treaties are law at international level. Parliament is sovereign to pass domestic legislation that might breach treaties, but it does not follow that it is *above* treaties. In a dualist country like the UK, domestic and international law are simply two different spheres of law.
From Paul Kagame's speech today, we now know with certainty that minister for health Diane Gashumba, state ministers for education Munyakazi and for justice Evode Uwizeyimana, didn't resign. They were fired. The two are different.
I've penned down a 3000+ op-ed on the necessity of free speech and why freedom of expression must be respected even in post-conflict societies like Rwanda. Ingabire Victoire Umuhoza's case at the ACHPR is dissected. Any one interested in publishing it? DM me.
Terribly misleading report. The new law doesn't bar refugees and asylum seekers from engaging in political activities. In basic terms, it requires them to seek permission from the Home Affairs Ministry to engage in such activities. Big difference.
