Retired Cop - ex Board member & Conduct lead for PFEW. Still passionate about fairness! Now dabbling in Governance, Training & a spot of local politics.
'Knee-on-neck' arrest man 'owed an apology', says lawyer. Errr No...he needs putting back in prison. If all the excuses for carrying a knife..... in case he had to repair a bicycle!!! Really
Spent all week supporting a member at a Gross Misconduct Hearing directed by
@policeconduct
where they were accused of using excessive, unreasonable, disproportionate & unlawful force during an arrest. Glad to say that yesterday after 2 years the officer was exonerated!
@PFEW_HQ
Police Taser deaths will rise in UK unless action taken, coroner warns
How about a more proportionate headline - Don't take Cocaine, jump from high windows and go on a stabbing frenzy having cut your own throat - it could end badly for you.
For a 40hr week you get paid £17,472pa to work behind this counter at McD's with no risk. Next year
@CollegeofPolice
@PoliceChiefs
expect new officers to face this risk and danger on other side of counter for £18k. Why do they think it will attract the brightest and the best?
@PFEW_HQ
and our legal team have today won the JR in W80 case (Jermaine Baker shooting) in the High Court. The
@policeconduct
direction to proceed with Gross Misconduct was ruled unlawful and quashed! Leave to appeal refused & ordered to pay costs of over £45K +VAT. Result!
Harriet you are wrong on this one. The police Conduct Regulations are constantly being updated and changed every few years. The last big change was only in 2020 (I worked on them!) what you propose is draconian, unfair and wouldn’t be allowed in any other profession!
@PFEW_HQ
What's more shocking Deborah is that an 11year old is threatening officers with knives. This is the reality of what officers face and its becoming more common. This delinquent is alive and uninjured and no officers were injured despite his actions because they had TASER.
This is so shocking. An 11 year old CHILD is tasered by a Police Scotland officer. Tasers are dangerous weapons causing physical and psychological harm. They are becoming default rather than de escalation. This needs robust and independent scrutiny.
What a load of offensive drivel. Ashamed she temporally lead my force. No doubt written to raise her consulting fees just like all the sexism issues she waited until after retirement to shout about & sell rather than do anything whilst a senior leader.
HMG want new Officers to start on £18,000pa (£8.65ph) working full range of shifts putting themselves at risk whilst completing a degree. Working nights at Costa pays £8.81ph, retail assistant in parliament pays £11.90ph, receptionist job pays £9.42ph. What planet are they on?
Jeez. Home Secretary Suella Braverman is trumpeting Government will hit it’s target of 20,000 more police. How many times do I have to debunk this bull****. By now even Larry the cat knows it’s boll****! Get the FACTS here
Great piece on the fall in Policing numbers. The population has risen by 9.2million (15.5%) over last 10yrs whilst police numbers have been cut. This government has also consistently cut police wages and starting pay. No wonder the service is at breaking point.
Policing Minister Kit Malthouse blows apart Boris Johnson’s flagship pledge to recruit 20,000 Police Officers admitting “to backfill retirements we’ve got to recruit something like 45,000!”
Our police have also seen an 18% reduction in real terms pay under the Conservative Gov’t
Congratulations
@Hantsfedchair
- I am sure you will make a great success of your new position. It is sure going to be a challenge as we both know however I genuinely wish you all the best. Thanks to everyone who voted. Phill
Not sure how you can jump to that conclusion based on this pixilated clip. Looks very much like the officer is using his knee to keep the struggling suspects teeth and face away from him. Not to mention he had a knife and was being recalled to prison for a GBH. Let’s be fair!
@gmhales
@helenpidd
Headline grabbing article which lacks any balance. Taser has been ‘used’ more as they have been rolled out to so many more officers. However the % of draw / red dot / discharge etc has stayed consistent. The real story should be don’t spit or offer violence to police & comply!
@pritipatel
This was brought in around 2004 by I believe David Blunkett for Labour. Nothing new at all in this as most of the country if not all already have this.... Although I do believe your predecessor and former leader seriously reduced neighbourhood policing as it wasn't a necessity??
Fantastic news the officer I was supporting last week at crown court has today been acquitted! So my assessment of the evidence appears correct. Hope now
@policeconduct
will consider carefully before they consider any misconduct proceedings!

@PFEW_HQ
Instead of officers "avoid" the sack. Should the headline not be
@policeconduct
get their Case To Answer test wrong more than they get it right. Also that independent panels work. Those that need to go GO and those that make mistakes LEARN.

@policeconduct
Whilst any death is tragic. This happened in a very different county a very long way away, was nothing to do with British Policing or your role as the oversight body for England & Wales.
Exactly what changes have YOU made to Policing here as a result of this American incident?
@policeconduct
If this is the video of plain clothed officer batoning handcuffed youth to leg then one simple view of the footage by anyone with any experience will be all you need to understand the officers actions appear lawful, proportionate & reasonable. Be careful before you look biased!
Emotional last working day in

@PhilipHammondUK

If that’s the case why are you denying the funding to essential public services like the Police and cutting our wages year after year in real terms? The damage caused costs much more than the pennies you are trying to save!

Still no update on

website though! I'm sure it would have been straight to the press seconds after the finding if it was the other way round. Please make sure you right the wrong headlines you create! So important !
Just had an email from one of our conduct leads. Their force PSD using new regs have downgraded a Gross Misconduct assessment and made a referral into Reflective Practice for the officer to learn. Great that new regs are already having an effect👍

I’m confused
@policeconduct
from your press release. You’ve lead with Gross Negligence Manslaughter for arresting / transporting officers, yet from your release it seems no one sees anything wrong until late into his detention in custody? This appears to be grasping at straws??
Two

officers are being investigated for the potential offence of gross negligence manslaughter as part of our investigation into the death Mikias Tekeste, who died after he was taken into custody in

Really saddened that media companies would be actively trying to publish names, photos and addresses of officers at such an early stage. Desire to sensationalise and sell copy over doing what’s right.
3 months to decide to start an investigation? Doesn't bode well for a quick turn around. Come on
@policeconduct
you can do better than this. I just hope you can conclude your enquiries quickly seeing as you seem to have all the available evidence already.
@policeconduct
Shame you couldn't have talked to us before you published this. Full of subjective views and not reflective of ANY concerns from the public. The judgement itself shows that you have been misinterpreting the law. Seems you still think a high court judge is wrong and you are right.
Reading this article I can’t help but think Sir Tom has lost the plot. Officers are subject to fairly overbearing standards of Professional Behaviour already as well as liable under criminal laws, but deserve some semblance of a right to privacy!
What a difference a day makes!
Wasn't he all for sacking everyone accused of anything only a few days ago?
Seems he now backs what

has been calling for for years!

If she was a ‘victim’ here, why did her former organisation make a written apology to the officers and pay them a substantial sum to settle the civil claim made against it?
EXCL: The Met Police spent over £1m on a criminal investigation against former IPCC commissioner Jennifer Izekor, one of the few Black people to have held the post.
She had been investigating alleged police racism involving the tasering of a Black firefighter. A thread.
Let’s actually deal with the issues. The issues of too few people, increasing demands, unbearable pressure, long and anti-social hours, cancelled
rest days, annual leave declined, lack of promotion prospects. Let’s deal with
these and make police officers feel valued again.
Had a frank conversation with
@policeconduct
DG Mr Lockwood by phone earlier to express my concerns about the wording on their release today. Hence this ⬇️
@policeconduct
concedes and settles the first of our cases against it, out of court, with significant payments to the officers involved & a full apology. It’s taken time, but
@PFEW_HQ
got there! 👍

The story here should be that this trainee was weeded out by his colleagues within 2 weeks of starting! Cops don't put up with dishonesty no matter how small it might seem. This should be a real positive story.
Important that these incidents get just as much publicity for the outcome as they do before any investigation starts! Trial by social media ruins careers & good officers & isn't right or helpful.
Hope the officers involved know their colleagues back them.
Shame you couldn't have talked to us before you published this. Full of subjective views and not reflective of ANY concerns from the public. The judgement itself shows that you have been misinterpreting the law. Seems you still think a high court judge is wrong and you are right.
A Judicial Review ruling last month on what test should be applied to assess whether officers breached professional standards when using force has implications beyond the individual case. Read our blog that explores the issues and our concerns
Met Officer cleared!
Found to have acted according to training with necessary & reasonable force.
@policeconduct
now presenting cases means they can't blame force for 3 year delay or the officer being found to have done nothing wrong
Hope they learn & get CTA test right in future

The idea you can be trained to be a detective in 12 weeks is ludicrous. The public deserve better. They want the experience and policing knowledge that cutting your teeth in uniform brings to detective work. I don’t accept that we don’t have the right people in the job already.
Pleased the officer has finally had his name cleared. This article explains why officers often feel victimised and let down for just trying to do their job. Value for public money?
So pleased the Jury has unanimously acquitted PC’s Jackson & Lockett. This case and others like it, has done untold damage to the motivation of hard working officers up and down the country. Time for a serious change to Case to Answer test by IOPC &
#TimeLimits
“This whole case has been a farce from start to finish... nothing short of a witch hunt..." GMP PCs Paul Jackson and Paul Lockett were today unanimously acquitted of all 13 charges, following an investigation by the IOPC. Statement from Chairman Stu Berry
Nottinghamshire IOPC investigation into death of suspect in police vehicle finds that the officers did all they could to save him.
Nice that they now actively publish and advertise that officers do the right thing in majority of bad situations.
@andygeorgeni
Andy these figures are recorded complaint allegations, not outcomes or finalisations. All it really shows is how widespread the use of the complaints system is. This should be a reassuring thing for the public. Most cops get complained about but have done nothing wrong.
I suspect that number will carry on growing rapidly as well. Changes to pension, recruitment and training, relatively low pay for the risks and violence faced and very rarely supported by the media, leaders and politicians. Policing... Could YOU?
@policeconduct
18 months with the threat of loss of livelihood and reputation for 3 officers because 1 was discourteous? Was that a good use of public money, time and effort? Not to mention the cost to the public in their restrictions etc.
@policeconduct
needs to up their game significantly!
PFEW withdraws from Pay review Body and Votes No Confidence in Home Sec, who says she has supported Police by increasing Police spend by £600m. Strange how Labour research yesterday showed a £1.6billion reduction over last 10 years of her party's control!
@NadiaWhittomeMP
Nadia the cases quoted are in no way comparable to events in the US & have undergone due investigation & process. Your comments could be interpreted as condoning the violence & destruction aimed at our Police here. Happy to discuss and tell you our members perspective
@PFEW_HQ
I’ve spoken to W80’s Fed Rep this afternoon and we just want to emphasise that there is still an inquest to be heard so we won’t be commenting on the actual case any further. This was simply about challenging the direction decision of
@policeconduct
Not surprised that it’s our beloved PM that’s still pulling the strings over the police, just concerned that it’s taken several weeks of bad press and bitterness before
@sajidjavid
had this leaked! Doesn’t bode well either way!
@DannyShawNews
@UKSupremeCourt
@policeconduct
@metpoliceuk
What this decision has done is effectively ensure every police shooting will end with at least a Misconduct hearing. That will bring huge media attention, expectation & pressure to bear not just on the officer but also the panel. Can Officers expect a fair hearing?
Just exposes the lie that is perpetuated from Government that they 'value' policing. What they really mean is we are 'expendable' and they can exploit our lack of employment rights.
Five Metropolitan Police officers have been cleared of misconduct over the arrest and detention of musician Sean Rigg, who died in custody in Brixton in 2008.
The Police Federation, said working conditions and pensions must be improved to stop experienced officers leaving. “It’s no good putting the 20,000 in the bottom if you’re not going to retain them long term,” Phill Matthews told The Independent.
Take a look at the latest stats from
@policeconduct
who investigate the most serious and concerning complaints.
Only 1% of officers / staff criminally investigated found to have committed any criminal offence. Only 11% found to have breached any standard at all. Tiny numbers !
@policeconduct
It’s very worrying to see you have a target for the number of appeals you uphold! You should only uphold an appeal if it’s valid!
@PFEW_HQ
Let’s give the officers the opportunity to explain their rationale and the
@policeconduct
investigator the opportunity to look at all the facts before everyone jumps in with their own prejudiced viewpoints
@HackneyAbbott
Remember the social media circus this incident created and caused? Don’t see any redress for the officers or media interest now it’s a year later and they have been found to have acted correctly? most complaints end this way, damage is done early & press not interested in redress
It took
@IOPC_Help
more than ONE YEAR to confirm what the video evidence and police statement told us last year:
Officers did nothing wrong and people need to comply with officers when asked.
Spent last 2 days supporting a member at crown court. Frustrating that despite being a simple case, court time has meant we can’t start the defence until Monday. Another
@policeconduct
case where I feel they’ve fundamentally misinterpreted reasonable force & honest held belief.
The 3.4% increase in officer pay that we are asking for this year is not outrageous. It is merely an attempt to make up for years of austerity, which has seen police
pay – in real terms - drop by around 15% since 2010.
So much wrong with these proposed ‘reforms’
The conduct system is not broken! It works. ‘Rogue’ officers have always been dismissed by the system. The problem lies with Prof Standards Depts & IOPC. To put chiefs in charge completely removes independence
@sajidjavid
@PFEW_HQ
If this was anywhere other than Westminster would not be anywhere near as quick! If you’re not going to improve pay how about replacing some of the 22,000 of our colleagues you have got rid of over the last few years to ensure we can react as fast outside the Westminster bubble!
Legal action by
@PFEW_HQ
holds
@policeconduct
to account and shows there is a price to pay for unfair, lengthy misconduct investigations.
After
@metpoliceuk
officers receive substantial compensation, we will continue to fight for fairness.
#TimeLimits
Can you
@sajidjavid
assure everyone that despite being knocked out of leadership contest that you will use your position
@ukhomeoffice
to continue to advocate for the extra 20,000
#PoliceOfficers
you have now realised are desperately needed?
Yes this incident ended badly for Mr Cole but the alternatives would probably have ended the same way, for him and endangered others. What would have happened in other countries, he'd have been shot. At le3ast with TASER he had a chance and got to medical assistance quicker.
@RiaChatter
If she was a ‘victim’ here, why did her former organisation make a written apology to the officers and pay them a substantial sum to settle the civil claim made against it?
@policeconduct
@PFEW_HQ
Thank you for now updating your news article. Although I can't help but feel it's the minimum possible and through gritted teeth. A bit more detail would add lots of clarity and redress the emphasis you still place on the unsound early conviction.
Thanks for trying to put some perspective on this Gavin. With only 27 upheld out of 6317 complaints over 10 years, from teams that police confrontation on a daily basis I’d say that was reason to be proud of our Police Services! Another anti police non story from the Guardian.
'Revealed: fewer than 1 in 200 complaints against Met unit upheld'
No accountability? A fundamental disconnect between public perceptions & law/practice?
The TSG undertake some of the more confrontational roles so not a surprise they attract complaints.
You say you've established "the officers MAY have breached Police professional standards and MAY amount to gross misconduct"? They MAY also have acted completely professionally! So why phrase it like this? Plays into hands of our detractors, adds to officer mistrust.
@PFEW_HQ
The investigation into the circumstances of Kevin Clarke's death in Lewisham is making progress with evidence gathered and reviewed, with a number of officers having their conduct investigated

I've repeated the chart, looking at
#Taser
use on white males and then black males. The similiarities really are v striking, reinforcing the sense that while black males are over-represented in the data (as in all police data), the profile of
#useofforce
is v similar indeed.

The right outcome, but such a shame that it has had to wait for a court to kick this out and some common sense to prevail. If you assault officers and resist arrest, what do you expect?
@RichardJGarside
The number of officers is about the same - except the population has risen by 10+million and the demands on the police have grown exponentially with technology and public expectations. Spin!
"The review has found no evidence that dismissal levels are decreasing" (since LQC's took over) in fact it finds they have "been on an upwards trajectory in recent years"
Important quotes that go completely against the reason for the review & yet seem completely glossed over!
The Home Secretary has laid a Written Ministerial Statement this morning announcing the publication of the dismissals review report, which can be found here:
Great to see you publish all these case summaries for all to see. Just for clarity of these 13 cases NONE (yes that is ZERO) had any form of misconduct found against them, despite
@policeconduct
referring 3 to proceedings. 4 recommended some performance based learning.
As part of our commitment to being transparent about our work, we publish
anonymised summaries of our investigations on our website. . This week we have published summaries for 13 of our investigations recently completed.
Whilst I don't agree with
@policeconduct
decision to direct, they have the ability to present their own case (and pay for it) rather than direct the Met or another force to hold it. Shocking how long they have allowed this to drag on for.
@PFEW_HQ
another civil case???
Yet again a public statement of intention to change a tried and tested system without going through the proper route of PAB & Home Office & without any evidence to back up why. They want swifter outcomes but won’t back our
#TimeLimits
campaign!
Concerns raised over fairness of future misconduct hearings as NPCC asks chiefs to make submissions to chairs of independent panels and seek judicial reviews where dismissal is not the outcome.
We believe it is trying to influence dismissals and hamstring panels.

1/. Police officers have to deal with the mad, bad and dangerous in society, people who lead risky lifestyles and take risky decisions. We normally only get involved when things have already gone wrong. Unfortunately people die because of those choices.

2/. Just because someone dies does not mean any officer or staff member has done something wrong. What it means is that the circumstances will be looked into independently. All the circs are considered and gone through under a microscope often in freeze frame over years.
Pleased for DC Alston and his family that they can now finally move on. Although the misconduct process may now be over, the stress and trauma that being under investigation for so long will take much longer to get over. Well done to

Statement from Mike Reed, Chairman of The City Of London Police Federation, after DC Mark Alston was found to have “No Case To Answer” at a Gross Misconduct hearing today.

About time
@sajidjavid
&
@NickHurdUK
considered a time limit on investigations for IOPC to ensure lives and careers can’t continue being ruined and public money wasted.
The
#PolicePay
award isn’t a 2% uplift. When the unconsolidated element from last year is taken away, and the proportion of pay that is therefore now pensionable is increased, the uplift is actually 0.85%
@ukhomeoffice
Lets hope that the IOPC investigation will be concluded swiftly and not leave the officers concerned waiting and worrying for years unnecessarily
#TimeLimits
@policeconduct
We can all make a mistake or use terminology that others might take offence at. I hope the new found spirit of learning and development can be applied by your investigators to their Police caseloads when writing up their reports (or even before it gets that far) in the future.
