Today, the Council passed the Fiscal Year 25 Budget!
This budget took weeks of collaboration and hard work and I'm pleased we were able to approve a budget that invests in the needs of neighbors in all 8 wards.
Some of the investments I fought hard to include ⬇️
Today, I introduced the E-BIKE Act to reduce cost-barriers that prevent residents from purchasing an electric bike. This is an idea I heard from residents on our Ward 2 bike ride.
Reductions in traffic congestion & pollution mean we all benefit from getting residents onto bikes.
Today, I introduced legislation to reduce excessive vehicle noise in the District. Noise pollution has serious impacts on our wellbeing and this legislation is a common sense way to limit this frustrating disruption.
DC residents deserve to be safe & secure across the District.
On Tuesday, the Council will vote on my Secure DC bill that will improve safety by increasing prevention, accountability, & government coordination.
Passage of Secure DC will make clear: safety is prioritized in DC.
Today, all 13 Councilmembers joined together in sending a letter to Congressional leadership imploring them to stand up for the District’s right to self-government. We won't stand for Congress infringing on our autonomy.
Read the whole letter here:
A thriving Capitol One arena in the center of Downtown DC cannot be taken for granted. It is also vital for the economic recovery of our city. We must all stand together to ensure
@MonSportsNet
continue to call DC home.
Monumental Sports & Entertainment—the group that owns the Wizards and Capitals, as well as the Mystics—has reportedly spoken to governmental officials about potentially moving the two teams from Washington D.C. to Northern Virginia
Today, I announce my Secure DC Plan - an expansive package of laws, initiatives, and strategies to take urgent and targeted action to prevent and respond to the proliferation of crime and violence in the District. 🧵 (1/4)
DC residents deserve our immediate and urgent action to make the District safer and more secure.
Today, I am sharing I am moving my Secure DC plan as one omnibus legislative package.
Judiciary Committee will vote next Wednesday, January 17th.
"'Decriminalizing fare evasion is a blunt instrument that has not only hurt Metro’s revenue, but has hampered law enforcement’s ability to keep all of us safe on public transportation,' Pinto said."
I'm proud that today our govt. leaders came together to take immediate action to address our public safety emergency.
Thank you to my colleagues &
@MayorBowser
for supporting my bill, the Prioritizing Public Safety Amd. Act & acting urgently to make our city safer this summer.
Today,
@CMCharlesAllen
and I are moving to override the Mayor’s veto of the Revised Criminal Code Act.
The veto threatens to unravel years of work and thorough study that has culminated in a criminal code that is more just, equitable, & clear -- making us all safer.
The pervasive retail theft we're seeing is unacceptable-shelves are being emptied, employees & businesses are harmed, & residents are scared & frustrated.
My Secure DC plan empowers
@USAODC
to bring more cases to prosecute retail theft & lower the threshold for felony theft.
E-Bikes are good for our environment, good for reducing traffic congestion, and good for our city.

Today, I intro’d a series of emergency bills to urgently address the crisis of crime & violence. 🧵
These measures are necessary to
1⃣Prevent repeat offenders from further harming & traumatizing our community
2⃣Hold perpetrators accountable
3⃣Protect and support victims
I'm moving an amendment to Secure DC to allow for the collection/analysis of DNA for those charged w/ violent crimes & sexual abuse misdemeanors.
This will help close cases, ensure accuracy in prosecution & support survivors.
I urge colleagues to support this common-sense tool.

I will always fight for the safety and wellbeing of all our neighbors. Regardless of the neighborhood you live in, work in, or visit, everyone deserves to be safe.
As DC experiences unacceptable rates of crime, it’s imperative we act to curb these trends.
🚨On Wed 11/29, I'm holding a hearing on
@MayorBowser

Two people - who should still be with us today - were killed this week in collisions where drivers struck cyclists in Ward 2. I am devastated each time someone is killed on our streets. Our roads should be safe for everyone. 🧵
Secure DC will make District residents safer and more secure.
I'm thrilled that today, my Secure DC Omnibus bill passed out of the Judiciary Committee 5-0!
Secure DC will be brought before the Committee of the Whole on 1/23.

I am deeply concerned by two budget proposals - defunding the K Street Transitway project & charging fees on rideshare trips in and out of our city center - that will hamper the recovery of Downtown. I am calling on my colleagues to find funding for fare-free buses elsewhere.
Yesterday, 10 people were shot in DC. The epidemic of gun violence in our city cannot be tolerated. As we enter budget season, I am working to invest in actionable solutions to keep our residents safe, hold perpetrators accountable, and end the cycle of trauma.
I’m glad
@MayorBowser
is focused on our urgent public safety needs. I'm committed to holding hearings on the Mayor’s bill ASAP - before summer recess. It is vitally important we move forward deliberately, expeditiously, & in a manner that brings the community into the process.
Across DC government, we stand united to keep our Monumental Sports teams and Capital One Arena in the District. We will keep fighting.
My statement below:
The modernization of the Capital One Arena will be an invaluable investment.
With unanimous support from the DC Council, this proposal represents our commitment to keeping the Washington Wizards and the Washington Capitals where they belong – in Washington, DC.
Chinatown continues to suffer from violence & illegal activity and we must make this community safer. MPD will be employing new strategies and I am exploring changes to pre-trial detention for violent crimes. I also plan host a roundtable on safety in Chinatown this spring.
Tomorrow, the Council will vote on my Secure DC bill that will make meaningful, sustainable change in DC to prevent crime, ensure accountability, & improve gov coordination.
District residents deserve the Council’s immediate action to stem the violence harming our communities.🧵
My comprehensive Secure DC omnibus legislation will make DC safer by:
✅ Increasing prevention and ending cycles of violence
✅ Ensuring accountability for crime
✅ Improving government coordination and oversight

We have no greater obligation than to provide for the safety and well being for the residents, businesses, and visitors of our city.
The Council's passage of Secure DC is an important step for the government living up to that responsibility.
Tomorrow, the Council will be voting on my Prioritizing Public Safety Amendment Act. It is crucial that the Council passes this emergency bill so we can act immediately to make our communities safer.

Cannabis retailers are not & should not be permitted within 300ft of schools/rec centers.

1/8 Today, I held a hearing on
@MayorBowser
’s ACT Now bill. I'm grateful to the 80 public witnesses who testified & the District-wide focus on improving public safety.
What’s clear: we all must move collectively to make DC more safe & secure.
A few takeaways from today ⬇️
We must empower people to be able to take & afford public transportation AND we must have consequences for fare evasion to promote safety & ensure full service.
Today, I intro'd the Metro Safety Amendment Act to allow
@wmata
to better enforce civil penalties for fare evasion. 🧵
I'm enthusiastic to report that I'll be serving as the Chairwoman for the Committee on the Judiciary & Public Safety for next Council period. I'm committed to improving public safety, government accountability, and emergency response preparedness.

signed my Secure DC bill into law -- a major turning point toward a safer and more secure DC.
I will always fight for the safety and wellbeing of all our neighbors. Regardless of the neighborhood you live in, work in, or visit, everyone deserves to be safe.
All DC residents deserve to be and feel safe in our communities – and Secure DC will bring safety to our communities by increasing prevention efforts, ensuring accountability, and improving government coordination.
Secure DC includes 100+ interventions that work in concert to prevent crime, ensure accountability for crime, & improve gov coordination.
I want to answer some questions I've heard regarding some of its critical provisions: drug free zones, policing, gun penalties, DNA, masks ⬇️
With my Secure DC omnibus signed into law, DC is moving in a safer & more secure direction.
Thank you to the thousands of residents & partners who helped shape the bill so we can prevent crime, ensure accountability, & improve gov coordination.
The future of DC is strong.
We’re experiencing a crisis of crime & violence. That's why I intro'd a bill to create tools to hold offenders of serious crime accountable & protect victims, incl. making GPS records admissible to prove guilt & enhancing protections for seniors & victims of sexual abuse & DV 1/2
As the District tragically surpassed 200 homicides this year, we recognize the terrible pain so many families are experiencing. We all must come together - including all of our community & gov leaders - to prevent & reduce violence in the District. This is my top priority.
Today,
@MayorBowser
and I called on my Council colleagues to reject two proposals that will undermine revitalization efforts Downtown:
❌Defunding the K Street Transitway
❌A surcharge on rideshares in & out of Downtown
Compromising Downtown is compromising our city's future.
DC residents know it's time to pass Secure DC to make our communities safer & more secure.
Today, I had the chance to answer questions from colleagues on the bill as it moved through the Committee of the Whole.
First vote on February 6th.
See report⬇️
Our police force must have the capacity to meet our urgent public safety needs. Addressing staffing & resource shortages at MPD is one of my priorities. I am glad to see Councilmember Gray intro leg on this important issue and look forward to diving deeper into his proposal.
Councilmember Gray introduced legislation to increase number of
@DCPoliceDept
officers. At present, MPD employs 3,386 officers. In 2013, the number was 4,010. The precipitous decrease of nearly 500 officers since 2018 has coincided w/ an increase in homicides not seen in 20 yrs.
I’m outraged & sickened by the shooting of 13 y/o Karon Blake. I've spoken to MPD Asst. Chief & will be following the investigation to ensure justice is served, although we can never bring back the life of this child. Gun has been recovered. My condolences to the Blake family.
Karon Blake, 13, was shot & killed by a NE man who tells police he saw him breaking into cars early Sat.
Tonight Karon’s school shared photos of him, describing him as a quiet & inquisitive 6th grader who loved football & fashion. Police have not yet id’d or charged shooter. 1/2
Today, the Council will hold its first of two votes on my Secure DC Omnibus that will make DC residents safer by increasing prevention, accountability, & government coordination.

I've heard a lot of questions, concerns, & misinfo about the Revised Criminal Code Act, so I wanted to provide some more info.
The RCCA brings our criminal code into the 21st century, advances equity and justice, and promotes public safety by ensuring that the law is clear.
This is unacceptable & too many DC residents & visitors are victimized by the increase of carjackings this year.
That’s why my Secure DC Plan expands the definition of carjacking to capture reality on the ground, assist USAO to prosecute these cases, & better protect residents.
With much of the national focus on security in downtown, we should remember that DC is home to thriving neighborhoods with diverse residents, local business owners, committed educators, and the most engaged residents in the country!

I am deeply concerned by the possibility of Commissioner Bishop being transferred out of DC. My team and I have been working over the past week and will continue working to prevent this transfer and ensure Commissioner Bishop can continue to represent his constituents. 1/3
Leonard Bishop, the ANC representing the people in the D.C. Jail, says he will be transferred to a federal penitentiary in Kentucky on Wednesday, disqualifying him from his role as ANC. Commissioners serve two year terms. Bishop was sworn in January 12.

Tonight I visited w/ neighbors in Ward 8 to discuss crime concerns. I’m so inspired by our hardworking & hopeful residents who work every day to make a difference. I will honor your experience as I fight to pass my Secure DC package.
Everyone in DC deserves peace & security.
In DC, we believe people are innocent until proven guilty & only hold people pre-trial if they are a flight risk or pose a danger to the community.
The Prioritizing Public Safety Act brings the definition of "danger to the community" in line with reality on the ground.
(1/4) As we continue to see violence across DC tonight, residents are understandably outraged — and worried. I am outraged and worried. This brazen gun violence cannot be tolerated anywhere. We must do more to keep all residents safe.

DNA analysis is a critical tool to close cases, increase accuracy, prevent recidivism, & support victims.
We must include this in Secure DC, particularly for sexual assault & rape survivors--these cases are hard to prove & often committed multiple times.
I'm committed to DCHA reforms that improve habitability for residents, fairness & transparency in contracting, and efficiency of operations to make more units available. The proposed emergency bill won't enact necessary changes to achieve these goals and I'll be voting against it
Monumental Sports owns this space & decided not to renew McD’s lease. New use should be announced soon. But, it’s important to ensure that our residents & biz in Chinatown feel safe & can operate w/o risk of incident. It's why I just visited w/ MPD to improve safety plans here.
The Chinatown McD's on 7th St NW is closed for good. In last 6 months saw multiple (a) drug deals happening inside & (b) front door glass shatterings. Staff behind counter couldn't do much w/out security staff. Feel for them. Crime & operating environment matter.
