That's factually incorrect. Most pashtun mujahideen leaders voted for Rabbani. Hekmatyar did not accept rabbani not because of ethnic reasons but because he wanted power.
The TB absolutely did not emerge because of ethnic reasons.

Pashtuns greatly benefited from mongol rule over the region: it did not really affect them and allowed them to get out of the soleiman mountains and takeover multiple areas that were depopulated.
