Pakistan Army soldiers are less able to walk around the tribal belt than actual TTP terrorists. The many Afghan loyalists there say "the state put terrorists here, we are oppressed". When operations are done against the TTP they say "the state is killing us again".

Reminder: When Iranian linked Baloch terrorists killed Chinese nationals & sabotaged CPEC, Beijing didn't condemn Tehran. Instead, they told Pakistan to "do more", & rewarded Tehran by shifting their investment interest over to Iran, including Iran's own Balochistan.

Pakistan doesn't just have a Taliban problem, it has an Afghanistan problem. Whatever government exists in Afghanistan, be it a monarchy, communist, Islamist or nationalist, all operate to serve the hostile Pashtun majority against Pakistan's interests.
