The scenario where pay-as-you-go becomes more expensive is if your campfire consistently runs at full capacity on the 2c4g server within a 24-hour period. This would imply that your service on Digital Ocean is highly unstable, and all our users are online 24/7 without the need

Theoretically, it's possible. But in reality, based on our experience, setting up a Supabase (include all the services it needs) has proved to be somewhat challenging.
We're still striving to simplify this intricate system into a one-click deployable template.

We are certainly looking for cloud providers with lower costs, but at this stage, in addition to computing resources, we also require a global cloud provider like AWS or GCP to provide us with an anycast IP to serve as a unified entry point.

You're correct; many services, like Campfire, haven't been designed with horizontal scaling in mind, so the easiest approach for Zeabur would be to scale vertically by providing more resources to the containers during peak periods.
