@ravihanda T2/T3 mei it's better to have your own house than a flat. Flats are suitable in T1, especially due to maintenance, availability, and affordability reasons. 1 CR. is all it takes to build a lavish 3-4 bhk house in T2/T3, whereas the same amount gives you a 2 / 3bhk in a T1.
