Yes, you do miss something. The issue has been raising rates when job growth exceeds full employment, which is when many minorities start getting jobs, for fear of inflation. Promoting an overshoot allows more of those jobs to persist. This isn’t inflation for inflation’s sake.

No. We had the Great Recession because risks built up that cascaded into the wider financial mkt and then into the broader economy. Unempl below NAIRU has been associated with elevated levels of risk-taking. Hence the relationship. But I’m pretty sure you know this.
