1) TSMC/Taiwan makes >50% OR /TSMC+Samsung makes >70% of worlds IC's

Just imagine if India had started high volume Silicon fabs in early 2000s .. or in 2006/07 .. or atleast in 2014-15.. but then, with an RRR advised govt in Center, India would be sitting another 5 yrs with no futuristic hope for fabs as well ..
I just imposed a series of tariffs on goods made in China:
25% on steel and aluminum,
50% on semiconductors,
100% on EVs,
And 50% on solar panels.
China is determined to dominate these industries.
I'm determined to ensure America leads the world in them.

1) How did the $3b become $8b ? - this proposal has 40nm also (which need immersion lithography, so cost jumps) in addition to 65nm. Plus equipment cost increased (+1)

My guess is that the hired folks will be trained (if no prior experience) or put on job (if with experience) in Taiwan till the fab is ready in Dholera
Blanket statements like "fab will cost $10-15b" are what prevented Indian investors for long, dont bring back such narrative. For 40K wspm Si fabs, reasonable proj costs are
65nm: $3-4b
40/45nm: $5-6b
22/28nm: $7-8b

Japan's plans came to be known around mid-2021 (IIRC). We in India started "planning" before that (eg: EoI was opened Dec 2020)

I can see that lot are disappointed at BJP not crossing 272 despite NDA in all likelihood forming govt with 290+ . Reality is what it is, keep pushing for a better India- support govt when it does good, give constructive criticism where you feel it can do better. Bharat lives on.
