I still get the feeling that the tech partner Tata is in talks with may have "agreed in theory" but details not worked out.. and that's part of the reason for the delay in approving both. For whatever reason GoI probably still thinks "if/when we approve Si fabs, it has to be two"

We will know within next 10-12 hrs, for now I will just say that having shown interest to be part of a fab in India since at least 2012 (perhaps since 2009 itself) a proposal with Tower semiconductors' tech (assuming other business parameters met) deserves to be approved (first).
