@indymayorjoe
maintains he investigated my May 2017 report of the sexual harassment and abuse that I endured from Thomas Cook during the 2015 campaign. The mayor says Thomas was disciplined that October. However… 1/
.
@FOX59
I was a full-time deputy campaign mgr—not a “volunteer.” And I’d appreciate if you’d say our names in your coverage.
@Caroline_Ellert
and I paid a high price, first by living thru the abuse and now by speaking OTR. We deserve to have our names said over and over again.
Today our Russ McQuaid pressed Indianapolis Mayor Joe Hogsett about a report published by
@mirrorindy
where two women say they repeatedly reported sexual harassment by the mayor's top aide, Thomas Cook, only to be ignored and for Cook to be kept around.
“The women” 🤦♀️ Hi. We have names.
@Caroline_Ellert
and I paid a high price for the abuse and are taking a big risk by speaking publicly. Please say who we are as you continue reporting on this,
@indystar
.
Hi
@IndyGOP
, I'm 1 of the women from
@mirrorindy
story. In case you didn't see my reply on your stmt about wanting to work w/Dems to investigate--
What's *your* sexual harassment policy & reporting procedure? With an adjudicated rapist as your pres nominee, I'm extra curious. :)
.
@IndyMayorJoe
since you’re citing confidentiality as a reason for not releasing records related to the “investigation” you say you directed Taft to do after I first emailed you in May 2017, I’m requesting a meeting with you and that investigator.
Considering that former MCDP chair Kate Sweeney Bell is one of the people I told in a 2017 phone call, I’m not terribly interested in Myla’s applause. 🙄
.
@IndyMayorJoe
, if you’re going to insinuate a survivor is lying, you’d better prove it.
No, I was never contacted in 2017 or even heard of your supposed “investigation” until the
@indystar
report came out last month.
Every reporter should be demanding 2017 records.
For the first time in over two weeks, Mayor Joe Hogsett publicly addressed allegations of sexual harassment and abuse of power against his former top aide. Here's what he had to say:
Hahahaha Joe you’re so funny sexual assault and abuse and harassment and ignoring survivors for years and your failure to stop predators on your staff that’s all just hilaaaarious omg
Grow up
@IndyMayorJoe
.
"I ain't running for nothing...I'm running from things, but I ain't running for nothing"
-Indianapolis Mayor Joe Hogsett at an event today as he scales back his public appearances following an ongoing sexual harassment scandal that has plagued his administration.
I quit
@IndyMayorJoe
’s campaign with ~$2K in savings left from my DC job & no new job bc I knew I wouldn’t survive the new suicidal ideation & recurring eating disorder symptoms that resulted from his campaign manager abusing me. I lost health insurance when I left, too.
It’s infuriating as a survivor of sexual abuse and harassment to get tokenized across the political spectrum, esp by Republicans on Indy Council and conservative pundits excited to dunk on the mayor. Don’t forget: their presidential nominee is literally an adjudicated rapist.
Two women who are accusing a former top aide to Mayor Joe Hogsett of abusing his position of power are calling for widespread changes to the city’s process for reporting sexual harassment.
I can't stress this enough: use an encrypted app for all your comms and coordination if you're seeking care or helping someone get services in/from an anti-choice state. Fuck. This. Shit.
“IndyStar spoke with more than 25 current and former Hogsett administration staffers […] Many said Cook's behavior was not isolated, but rather indicative of a toxic culture where sexual harassment was common and boundaries were blurred between supervisors and subordinates […]”
The three women who came forward in July to accuse Indianapolis Mayor Joe Hogsett's former top deputy of sexual harassment forced a reckoning inside the City-County Building.
New story w/
@hayleighcolombo
. We talked to over 25 current and former staff.
I’ll have plenty more to say about last night. But in the meantime, it’d be super cool if those who support the adjudicated rapist for president and sling racist, transphobic, and other garbage around the internet would stop fucking tokenizing us and our stories.
How to get a $30K/32% raise as
@IndyMayorJoe
: spend 7 yrs mishandling reports of your right-hand man’s sexual harassment & abuse of multiple young women. Give $40K+ of taxpayer $ to a big law firm (that donates 6 figures to your campaign) to “investigate.”
@indystar
IDP chair Mike Schmuhl's full response:
"I'm just going to decline comment. I didn't work on a campaign or in government with Thomas so I can't really speak to it."
He declined comment again after I pressed him further:
"I'm focused on the other stuff we talked about."

I emailed
@IndyMayorJoe
, his Chief Deputy Mayor
@danpindy
& Corporation Counsel Brandon Beeler yesterday requesting a mtg to discuss the “investigation” the mayor says he directed outside counsel to conduct re:my case after I emailed in 2017. Reply’s coming any min now, I’m sure.
👋 Indy electeds & candidates. Would be super cool to see you post your offices’ and campaigns’ sexual harassment policies & reporting procedures, esp if you want accountability & transparency from the people who harmed
@Caroline_Ellert
, me, & our anon friend.

Thank you
@peterlblanchard
for naming and centering us survivors here on
@WISHNews8
.
Also, everyone, there is a 3rd woman in the story who is anonymous. She’s super brave for speaking out, too, and I’m incredibly grateful for her. 🫶
Love that Hogsett’s statement refers to policy changes “initiated by my administration,” when he actually just started implementing the changes that Caroline and I told him to in our letter last month. 🙄
Had Mayor Hogsett taken my May 2017 report seriously and had his disciplinary action been effective, the mayor could have prevented the abuse that Caroline endured from Thomas. The mayor could have protected other women, too. 5/
.
@IndyMayorJoe
here you are on 8/28 answering
@peterlblanchard
’s question. So which is it? Were you not involved in the 2017 “investigation” once you referred it to Taft (as you said today), or do you claim to have direct knowledge and proof I was contacted? I wasn’t.
Swear to god, if another man in power says I didn’t “feel” heard when I tried to report all those years ago, I’m gonna light something on fire. It’s like when a bf says “I’m sorry you feel that way” to gaslight you into thinking *you* are the problem after you catch him cheating.
When I asked the Indiana Democratic Party on Friday if state party chair Mike Schmuhl wanted to comment on the situation, they sent a statement from a party spokesperson:
I guess survivors have to again correct this: there was nothing “romantic” about how Thomas Cook treated me. It was an *abusive* relationship between a boss and employee. Please stop mischaracterizing my own words about my experience
@93wibc
.
If the mayor has any integrity, he will release all records pertaining to the investigation he claims he did into my report in 2017. He will share details of the disciplinary action he says he took against Thomas that October. 4/
I was never interviewed for any investigation. To my knowledge, no investigator ever reached out to me. The mayor’s statement in response to the recent
@indystar
article on our stories was the first I’d ever heard of any “investigation.” 2/
@indystar
Despite multiple requests from journalists and from us survivors, we have yet to see any documentation of this supposed investigation and disciplinary action. As far as we can tell, there are no public records of City or campaign dollars spent on this action. 3/
Hey Indy: might be a good time to start checking how much campaign $ your Dem councilmember has accepted from Joe Hogsett over the years and gently suggest (read: demand) they return it, esp before the investigation officially starts.
I’ve yet to see any documentation re: a 2017 “investigation” the mayor maintains he did after I emailed him & posted on social media that May.
No one contacted me in 2017 or has ever interviewed me for an “investigation.” City’s stmt for Star story was the first I’d heard of it.
Hey
@IndyGOP
, I’m 1 of the women who went on the record for this story. Still waiting to hear from you (and electeds in your party) about *your* sexual harassment policies & reporting procedures, esp since you have an adjudicated rapist as your presidential nominee. 🙃
Thanks to
@BrianMowery
for speaking about the committee idea.
This centers around
@mirrorindy
's report into former Indy deputy mayor Thomas Cook, accused by
@laurenkaydenver
,
@Caroline_Ellert
& a third, anonymous woman of years of grooming, sexual assault & harassment.
It sure is expensive to not only survive sexual abuse but also hold people accountable and stop others from getting hurt. I’m so tired.
Anyway, would be great if part of the accountability that council is seeking from the Hogsett Admin includes not giving him a fucking raise.
Good morning. Still tired.
As I called for last night, I’d still love to see Indy electeds/candidates post their offices’/campaigns’ sexual harassment politics & reporting procedures. If they don’t have any, what steps are they taking?
I am running for House District 36! Check out to donate, signup to volunteer, and to see where I stand on this issues. We cannot wait any longer to get more progressive champions into the legislature to fight for the community we deserve!
There is a culture of abuse for workers across political parties and levels of government in Indiana. The people with the most power, like
@IndyMayorJoe
, have allowed abusers to get away with bad behavior 1/
For folks reposting
@mirrorindy
’s article & expressing disgust, I’d suggest looking at the (lack of evidence-based) sexual harassment policies & reporting procedures in your own offices/orgs. This is a *systemic* problem. TC’s behavior & the mayor’s negligence are symptoms.
Getting better at interviews. Fewer filler words, less nervous. But as my mom points out, I can’t help rolling my eyes when asked about stupid shit men in power are doing. My face can’t keep it together.
See also: every photo of me listening to mayor’s 8/12 Council mtg speech.
I’m busy rn but if anyone wants to go ahead and calculate how much $ Taft has donated to Hogsett over the years, that’d be interesting. Last I looked, I think it was six figures. Also wondering what kind of City contracts the firm’s gotten since he took office.
As I wind down my evening over here in Denver, I can’t stop thinking about how the survivors who spoke to
@indystar
for this latest investigation must be feeling. I know for me back in July, when the first piece dropped, I felt relieved, but also a fresh surge of rage and grief.
In another example of white dudes failing upwards, Rusty Carr & I were on the same ICORE project team at
@IUBloomington
Kelley School in 2009. The other woman on the team & I did the bulk of the work. And yes, Rusty was that guy who did very little & showed up high to meetings.

Joe refused to pay me more than $40K for my more-than-full-time role on his first campaign. My abuser (his campaign manager and my supervisor) refused to reimburse me for expenses. Even a decade ago, that meant living paycheck to paycheck. It was nearly impossible for me to quit.
And yep, I paid for my own flight to Indy, Lyfts, food, etc. recently to make sure I was in the room alongside
@Caroline_Ellert
when the mayor gave his budget speech before council bc I refused to let him, councillors, and other powerful people avoid survivors any longer.
@PPIndKentucky
@INDems
@IndyMayorJoe
There is so much more I could share. But for now, I hope this helps anyone who needs to see themselves reflected back. And I hope it sheds light on the true cost of surviving sexual abuse by men like Thomas and being ignored by men like
@IndyMayorJoe
.
Please stop trying to score your political points on our backs. I’m tired.
Off to walk my dog in hopes I’ll feel a teeny bit less heartbroken tonight over a system that is set up to maintain power in the hands of a few at the expense of the many —until we organize to stop it.
@JesseForIndy
Related: it’d be cool if the journalists getting praised for their reporting would keep recentering us survivors. Say our names when you talk about your pieces. I appreciate you, but you didn’t pay the price we did from enduring the abuse, surviving the aftermath, & speaking out.
As the victim, I deserve to know about this investigation and to get documentation related to it. You can redact names of witnesses or others interviewed if that is a concern.
@Caroline_Ellert
@JesseForIndy
@MayorClif
@hanmariethomas
@46thStreetMayor
My point is: we all have a lot of work to do (myself included), and I’d appreciate if everyone would please cool it on the grandstanding and let the work get done. I’d also gently suggest that talking down to women who disagree with you on the internet is not the best look.
@EliseShrock
@IndyMayorJoe
I hope any survivors/witnesses in his admin and past campaigns who’ve been debating whether or not to come forward take this as a sign that this man does not give a shit about you or your safety.
I’d also ask that anyone claiming to have sounded the alarm about TC from within to kindly stfu. We survivors have paid a high price for his bad behavior — with our health, finances, careers, relationships, and time we’ll never get back that we spent trying to stop him.
Nothing quite like watching men who support a rapist for president and want to control our bodies trying to dunk on other men who treat women like garbage.
I’m lucky as hell to be 6 years sober.
Criticizing an elected for potentially struggling with untreated substance use disorder is fair game until we make it into an insult, as if addiction itself makes someone bad.
Their behavior is the problem, regardless where it comes from.
I’m angry and heartbroken — but not surprised — that
@IndyMayorJoe
and other powerful people listen to survivors only after intense media scrutiny. Apparently, we have to resort to sharing our trauma and pain for public consumption before leaders will take action.
Appreciate
@JesseForIndy
’s commitment to talking to gender-based violence experts to remedy his admitted lack of any sexual harassment policy/reporting procedure.
Be v skeptical of public figures talking about being “shocked” or how much they support us survivors.
I emailed multiple people abt this man in 2017 & kept sounding the alarm over email & public social posts 2017-2020. (I’ve deleted but heard the screenshots floated around)
Meanwhile, I just transferred $200 from my tiny savings account to cover groceries, electric, and cell phone while I wait for my SNAP app to get approved, and Medicaid is the only reason I have a therapist right now. Seems about right.
@VoteVop
@aliforindy
@mccormick_indy
A curiously timed proposal from Indianapolis City-County Council President Vop Osili would increase the salary of the mayor and seven other elected positions.
Since 2002, the mayor of Indianapolis has made $95,000, well below smaller suburban cities like Carmel, Fishers and
Survivors shouldn’t have to bleed out in public for our stories to be taken seriously by people in power. But that’s often the case when we’re talking about institutions like political parties designed to maintain power in the hands of a few at the expense of the many.
@IndyMayorJoe
I want to be clear that there are many people in power in addition to
@IndyMayorJoe
— including
@INDems
officials, current Indianapolis councilmembers, and others — who knew about my case years before
@indystar
published its first investigation last July.
Such a trip hearing this clip now, after it spent years living in my voice memos app. Wasn’t sure anyone besides a few friends, my mom, and my therapist would ever hear me confront the mayor. I was too scared to release it on my own.
Thx again
@mirrorindy
I’ve spent tens of thousands of $ out of my own pocket over the last decade on mental health services & healthcare to deal with the impact of not only the original abuse, but of not being believed by Joe & the ppl around him when I tried to prevent other women from getting hurt.
@Lola_mesa
@tonykatz
@Caroline_Ellert
@indystar
Thank you. I’ll just say that the responsibility to change things is on the people in power, not on survivors. Simply surviving is courageous. I made the choice to come fwd in 2017 & we’ve made that choice again in the press right now. But these choices come with a cost.
My health deteriorated into suicidal ideation before I finally left a few months later. 10 years on, I’m still dealing with the physical, mental, relational, and — yes — financial impacts of being sexually harassed and abused while working for Joe’s campaign.
@PPIndKentucky
When I fainted outside PPINK in Sept 2015 bc of cont’d eating disorder symptoms that flared while being abused by Thomas on the campaign, I ended up in ER w/o insurance. To avoid massive hospital debt, I had to pay COBRA premiums for my old
@INDems
plan for retroactive coverage.
Never underestimate the degree to which insecure white cis straight men will burn you in order to avoid 1) working hard and 2) taking accountability.
I am so tired.
How many women have to get hurt by an abuser before the people in power (mayor, council,
@INDems
) listen?
Apparently, the answer is at least 3, but only if those 3 women resort to talking to the press OTR.
Whether anything actually changes is still up for debate.
Hey
@IndyGOP

@INDems
Yes, particularly bc of
@mccormickforgov
’s strong and public support for survivors and her plan to stop sexual harassment and abuse within government workplaces.
Is Mike Schmuhl even going to meet w/ me to talk abt what went wrong when I asked IDP for help w/ my case in 2017?
Screenshot is from
@mirrorindy
’s story, and I’m tagging
@mccormick_indy
as chair of Council’s Ethics Committee, since I understand they have a meeting later today.
@PPIndKentucky
I didn’t tell anyone at PPINK why I quit the campaign bc of Betty’s connection Joe, plus the significant overlap between PPINK funders and Hogsett donors. (I have no problem with that — pro-choice circles in a red state can be small — but it put me in a tough spot.)
I was never interviewed for any “investigation,” either.
So, according to the mayor, he disciplined Thomas in Oct 2017 after hearing from me in May.
Without knowing details from me about what happened.
Without even understanding what kind of abuse I was trying to report.
Instead, they not only failed to remove abusers like Thomas Cook from positions of power, but they also failed to prevent years of harm, violence, and trauma for survivors. We all deserve better.
Emails with Thomas from the one time I attempted to get reimbursed for an
@indymayorjoe
campaign expense. It was one of those $10 “Open for Service” decals folks were posting when statehouse Rs were fighting for RFRA, another anti-LGBTQIA+ policy).
So, is he admitting that he disciplined Thomas, his right-hand man whom I would assume he trusted, without ever interviewing the woman who was accusing Thomas of sexual harassment and abuse of power? This doesn’t add up.
A couple months later, I started a grants role w/
@PPIndKentucky
. Betty Cockrum, ED at the time, was good friends w/ Joe, but I think what helped me get the job was another campaign contact putting in a good word. It paid $40K. Health insurance didn’t start for another 90 days.
@PPIndKentucky
@INDems
@IndyMayorJoe
In early 2016, I’m tasked with helping with PPINK’s big annual fundraiser happening in April. I start struggling more and more with my mental and physical health bc I know I’m going to have to see Joe and Thomas at the event. Still living with my abusive bf. I’m not okay.
