When Ekurhuleni had a water crisis we had scheduled water cutoffs (9pm -5am daily). We knew which locations would be affected in advance. Water pressure was reduced. Rules on gardens were introduced. The city didn't play in fining water guzzlers. Cape Town is flat footed!

@lungile_mashele It's called apartheid spatial planning. The better schools aren't in Khayelitsha or Mannenberg. They are in historically white suburbs. And although post apartheid schools are much better (well equipped, clean, sports facilities), the inequality persists.

A taxi driver was sentenced to 20 years imprisonement for torching trains in Cape Town. He did it because he earns more when the trains are derailed. So,I am not entirely convinced about the argument that taxis don't benefit from the destruction of their cheaper competition.
