Richard Vega, trainer at Parx, had many horses scratched on 25th. Vega is trainer for PA Racing Commissioner Salvatore Dibunda, Esq. Sal has been President of PTHA for almost ever. In my opinion this is MASSIVE conflict of interest that has far reaching consequences.

People - lidocaine is not what we use to block out horses, we use carbocaine aka mepivicaine. Different properties and diff efficacies. Topically lidocaine is not absorbed via intact skin, only via mucus membranes and open wounds. Stop with some of the backseat vetting
