-Kara saw everyone but chose to hug Lena last -she didn't utter a word with the others but said "It's only bc you are in the team that I'm here" while having Lena in her arms -they held hands after that and Kara looked at her lips before leaning in very visibly this was a MOMENT

The lean in was deliberate and it's not just the entire setup of the welcome back scene that proves that. It's also Mel's acting choices leading up to Kara leaning in. There was a distinct shift in her expression after they hugged and she stared at Lena. She wanted to kiss her.
