A source revealed that GPT-4o voice was tested by 100+ red teamers. On 7/30, a ‘few hundred’ Plus users invited to alpha pilot. OpenAI will gradually invite more trusted users next week, closely monitoring usage. A report on feedback & safety will be released in mid-August.

So there is a real chance that GPT2 is in fact GPT-2 fine-tuned with Q*. So far the best explanation for this outstanding model, if it really is GPT-2 at GPT-4 level.
