Iraq is a wreck of a country. Its government is an Iranian-controlled kleptocracy that routinely murders its own citizens and imprisons, tortures, or disappears political activists. Most of its people don't have regular access to electricity and live in immense poverty.
The law is the HEROES Act of 2003, which was originally intended to provide student loan payment relief for reservists and guardsmen activated in support of the GWOT. Another example of how the expansion of executive power after 9/11 is being used far beyond its original intent.

The war also broke an uncounted number of families. The broader war on terror also likely contributed indirectly to the opioid crisis, with the VA and DoD health care systems over-subscribing pain medication to veterans of the GWOT.
A Russian Army that couldn’t take Kharkiv can’t take Warsaw, Berlin, or Paris. Europe has nearly 10x the GDP of Russia and can support Ukraine/balance Russia largely on its own. All Uncle Sam is doing in Ukraine is allowing itself to be Uncle Sucker once again for wealthy Europe.

Also - every minute you spend attacking a campaign staffer is one less minute you have to drive a message about your candidate or your opponent. Voters don’t care about campaign staff (official staff is a different story) unless they are particularly abhorrent or criminal.
