I’ve been told by finance officials the Emergencies Act banking measures do not apply retroactively. Only activities after the regs were published on Tuesday, Feb 15 are subject to the bank measures. So either there’s been a mistake, or there’s more to this case.

I've walked around a lot today, and so far the injunction against air horns has been stunningly successful. Just one guy outside Parliament occasionally blasting his; otherwise, it's dead silent. I find it baffling the city hasn't been in court from the start seeking injunctions.
