As with literally every major issue in Portland, there are difficult policy issues, workforce issues, management and planning issues, and some increasingly desperate funding issues. What, pray tell dear candidates, do you plan to do about our deferred maintenance problems? 10/10

And this is a situation that won't be going away any time soon. Candidates for Portland City Council would do well to come up to speed on this stuff and be prepared to answer very difficult questions on how the new council will deal with these deferred maintenance problems. 9/x

Great turnout at the Rose City community forum tonight. And great NO on 26-228 presentation by charter commissioner David Knowles. When people hear the arguments, they quickly understand why NO is the right vote for Portland.

I don't want to pick on Scott here, but there are still two problems with the Gonzalez statement: (1) the comments WERE germane to the lawsuit, and (2) it's not about "platforming." The reason we provide for comments is to help decision-makers to make more informed decisions. 1/2

Two sides of the same coin from @helenjung : The way Portland taxpayers are paying for stuff doesn't really work anymore. Sure, vote yes *again*. But I for one would love to hear much more from candidates about how to overhaul and update our revenues.

Mayor Wheeler, freed from the burdens of re-election, had things to say about all of this. (Starting at 55:00 or so.) There's no comprehensive capital improvement planning, because there's little political benefit in doing boring and invisible maintenance.

It doesn't NEED to be months of chaos, but we will need recognition soon by Jordan, the transition team, and the current council that simply hand-waving about how things might work is not the same as providing appropriate staffing and legal structures for success.

But as I posted earlier today, Kerby is just the most urgent example of the deferred maintenance problems coming home to roost. Portland owns about $1B in assets needing $500M of maintenance. Which is some *gross* neglect. 5/x

This is well-done and pretty persuasive. Portland going from weak mayor to weaker mayor. And it confirms for me that the most powerful position in Portland govt may end up being the council chair, who’s not even mentioned in the charter proposal.

Got my @charter_reform mailer yesterday and they're really pushing "accountability." Why? Because it polls the highest, but it's also their biggest weakness. Their proposal actually makes accountability worse than what we have now. 1/x

A weird Portland city council moment right now. Some confusion about amendments to the JOHS agreement during deliberations, so there's a recess so that staff can sort out the confusion. Not sure that's how open meetings law works, but whatev.

A very interesting Portland City Council work session on PCEF today. I'll have more to say later, but it's clear that PCEF is an incredible climate success story still being written, even with some significant governance, administration and oversight problems still to be solved.

FWIW, I don't think "what voters want" is particularly unclear. Climate investments are much-needed, expensive, and need dedicated funding. It isn't a "windfall" if climate needs go unmet. But that's not to say there aren't problems here. 1/x

Apart from the inadequacy of the plan itself, @demelo4portland pointed out the fact that the current council would be extending the intergovernmental agreement with the county into 2027, essentially tying the hands of the new govt that arrives this coming January.

This is a a VERY interesting survey and good public exercise, but I remain unconvinced that it will be useful for the stated purpose. The only "key attribute" that the charter requires is appointment by the Mayor and confirmation by the Council. Neither of which are elected yet.

Ultimately, I think it's important to get this right sooner rather than later. PCEF is too important to the city to lose public support. Excellence in management and political accountability will be necessary, and PCEF is not yet designed for that. 16/16
