my dumb conspiracy theory is that mojang considers the "punch tree, wood to diamond, nether, end" progression to be untouchable, so any game-changing new tools, biomes, mobs, etc have to be an optional thing that you only encounter either post-endgame or in the middle of nowhere
why is every single new item they add to the game now crafted from like, Scrunt Crystals (found in the rare Scrunty Caves micro-biome; used in 2 recipes) and Glowing Cores (found as loot 5% of the time in the Bereft Citadel)

tbh yeah, players got so upset about the combat changes that i think it scared mojang away from any more fundamental changes to that framework
