The Tabarruk ki roti has its roots in the Ottoman ruled Lebanon. Due to Safavid-ottoman conflict Ashura processions had been banned by the second half of 17 century. Therefore the Lebanese Shias started to make these biscuits to commemorate the day, they were known as "roat".
