Yesterday, I was one of twenty five members to sign discharge petitions - a process in the House Rules that we can use when a committee chair refuses to let a bill come to a vote - for four commonsense bills: HB699, HB770, HB1903, and HB1538.

Back to budget bills. I voted no on HB1342, which is the Tax Code bill. It contains a HUGE tax cut for corporations and barely any tax relief for individual Pennsylvanians. I know that my constituents are struggling and can't support a tax structure that doesn't acknowledge that!

To bring the bills to a vote, we needed the discharge petitions and then a procedural floor vote to allow each vote to take place. The GOP voted against the procedural vote. So frustrating that they voted against even letting the votes on the bill take place!

Our auditors then asked the pharmacies involved to verify the information. The pharmacies said the reports were wrong … they paid a transmission fee that was never reported by the MCO or PBM. The transmission fee is spread pricing.

Spread pricing has been banned in DHS contracts since 2019. The Auditor General is either being willfully ignorant to score political points or not capable of understanding the distinction that every other state has made between spread pricing & transmission fees.

Yesterday, my bill, HB1463, passed the House. This legislation defines 911 operators as first responders - they are currently defined as clerical workers but deserve recognition for their role in providing life-saving instructions and ensuring emergency services reach callers.

The poison pill is the prevention of the implementation of the agency of choice initiative for personal assistance services for HCBS for older adults and people with disabilities. The Governor has said he will veto if this is not stripped out.
