You may be familiar with Carey Wright given the dramatic progress that Mississippi students made during her tenure in the state. What you may not know is that it wasn’t her first rodeo: she was CAO at the DC Public Schools during turnaround, where students also made steep gains.
The answer is decidedly and emphatically (b). It's the "local" part of property taxes that creates the inequity, not the taxes! In fact, subjecting middle and lower income communities to the whims and volatility of state money to "fill the gaps" is a disservice to their schools.

I'm struggling to understand folks in the education world who are screaming for in-person learning and completely silent on mask bans and penalties in some of the country's largest states. Does that mean that you support sending children to school without basic health protection?

The TX legislature handed out massive property tax cuts two years ago with no plan to permanently backfill that eroded revenue for schools. The state’s level funding of schools is made even more problematic with new local fund policies that will bleed them dry on both ends.
Which state is sitting on $32 billion surplus, has constitutional duty to provide education, & a school funding level among lowest in the nation? The one w/ governor who refuses to address the problem because he wants private school vouchers instead.
I told my team that I want them to play "Return of the Mack" every time I walk into the office. Preferably with a wind machine pointed my way. I don't understand how this would lead to anything other than the best day ever, every day.

Didn't realize till now how invested I've become.
More than half of the school districts in the country are so racially isolated they cannot meaningfully integrate. The lines we draw around our school districts are impermeable and amplify effects or housing segregation. Secessions are emblematic of this ongoing problem.
