The proposal is described in detail on the agora forum, with a link to it in the governance proposal - it can be modified at any time, even after the vote has concluded. The governance system is a joke and rigged to produce the result you want.

The API config now has a list to contain wallet addresses that are considered "orphaned" (inaccessible). It deducts LUNC and USTC the balances if these wallets when calculating the circulating supply.

I don't need to wait for the validators I am staked with to vote. I know I can cast my own vote and it will take precedence over the vote of the validators for my staked coins, to deal with the current crop of spam/trash proposals!
The change to the Circulating Supply functionality to handle "Orphaned Wallets" can remain active, as it is not dependent on the blacklisting functionality being implemented.
7/7 I will be more than happy for prop 12103 to pass and for those behind it to successfully persuade CMC to revert to using the official LCD and FCD endpoints for total supply and circulating supply, so that I can deprecate my API.

The SEC takes these actions because they as an extension of the US government/Western Alliance know that crypto, representing individual freedom, will significantly erode their power over people. These are just futile and pathetic attempts to stay relevant.
The "Orphaned Wallet" functionality was activated on the basis that the owners of the multi-sig attested to losing access to the wallet. If that later proves false the wallet can be removed from the api config to restore the balance to the circulating supply.

It is pretty obvious that when the largest proportion of LUNA holders are exluded from the opportunity to vote, that something is very off.
5/7 My API was designed from the outset to meet CMC's definition of circulating supply and I will continue to keep it as close to this definition as possible whilst CMC are using it.
In any case since the API requests and deducts the balance of orphaned wallets in real time, if coins were moved out of an orphaned wallet then they would automatically be restored to the circulating supply.

Actually that is wrong. The community did not pass any vote as the Luna Classic governance system was attacked by TFL and validators to prevent most from voting. Only the minority aligned with TFL were actually able to vote.
6/7 My API is free to use and nobody is forced to use it. If you disagree with CMC's definition of circulation supply then my suggestion is not to use my API for circulating supply.
2/7 In October 2022 Binance asked for an API that would provide Total Supply and Circulating Supply figures to CoinMarketCap (CMC). They were offered the official LCD and FCD endpoints for these, which at the time were hosted by TFL.

4/7 The changes I have made to the API configuration since October 2022 were made to keep the circulating supply figure as close to the CMC definition as is possible with information that was currently publicly available at the time.
3/7 Unfortunately at that time CMC rejected the official endpoints and Binance asked if I would created an API that met (and remained consistent with) CMC's definition of Circulating Supply (which is published on their website).

Plenty of room for multiple wallet providers. Keplr also charges a lot of money to onboard new chains to their wallet. Galaxy Station will not charge a fee to onboard chains and very soon will have new features not provided by any other Cosmos wallet!

Your governance system is rigged in your favour by disenfranchising most LUNA holders as a result of disabling delegations. Only 0.01% of LUNA in circulation can vote on any of the proposals. You know you would lose if all LUNA could vote!

The disabling of delegations was justified as a way to stop a governance attack, but this is really just an excuse for TFL to keep their control over the terra blockchain. Instead, TFL could have just bought LUNA on the market to maintain their voting weight.

Nobody forces CMC to use my API, they choose to do so. It is quite telling that they chose not to switch over to the alternative defined in prop 12103, immediately after it passed. I guess they don't view Terra Classic governance as applying to them.

Based on the current CMC definition, we should also remove wallets associated with venture capital/private equity investors from the calculation. The problem is I don't know a reliable source of public information that identifies those wallet addresses.

The contracts have admin wallets associated with them. I would imagine TFL holds the keys to those wallets, but that is just my guess. I obviously can't comment on the reasons why Anchor made any past statements.
