ان تزاول البنوك اللبنانية عملها بدون قيود واضحة على التحويلات وان يترك لكل بنك قرار وضع قيوده الخاصة هو خطا جسيم. هذا يتيح للمتمولين والمودعين الكبار المقربين من البنوك تحويل الأموال إلى الخارج على حساب صغار المودعين. المفروض قرار واضح يطبق على الجميع
