One problem is that the census is used to plan services: eg health services. So we need to know how many female and male people there are, for example to plan for cervical and prostate screening. If you can self identify out of your biological sex then we can't plan services

It's absolutely right that people should be able to self-identify *gender* - whether they have a GRA certificate or not. They should also be able to identify as non-binary which the census doesn't allow for. We need to know BOTH sex AND gender information
