It just dawned on me: In SA, the vast majority of people that go to private schools are black. Afrikaans medium public schools (white) have facilities and resources that are so advanced you'd swear they are in private hands. I'll give an example:

School fees there top out at R40k per annum. Where private education routinely starts there. Many of the schools are in block buildings with very little by way of extracurricular activities and facilities.
