Preferential voting (aka ranked-choice voting) worked in Virginia with Glenn Youngkin. It will work here in the Virgin Islands. We haven’t selected a date yet, but our rules allow for the 2024 caucus to be held anytime after Nevada and before March 2.

In the Virgin Islands, we use run-offs. You can’t have a run-off in a presidential caucus. Our Feb 8 caucus with preferential or ranked-choice voting — an instant run-off — makes sense. Our 2024 GOP nominee must have support from a majority of the party.

The 2024 Virgin Islands caucus will use ranked-choice voting. Our party's executive committee voted unanimously for it. It allows caucus voters to support the strongest consensus conservative for president.

Why ranked-choice voting is a win for Republicans

Ranked-choice voting is simply a better and easier way to handle our crowded presidential primary field than traditional plurality voting. It is an idea whose time has come.

Americans in the territories shouldn’t be political punching bags. Three of the five territories have Republican members of Congress. The official Republican Party position is equal citizenship for all Americans and statehood if Puerto Rico chooses it.

As an RNC member and automatic convention delegate, I would sign the paperwork under rule 40(b) for a late entrant to be eligible for nomination at the convention. Under that rule, a candidate needs a plurality of delegates from 5 or more states in order to be eligible.
