Germany is the paymaster of the EU, but it can only do that by maintaining its export machine and access to cheap labour/energy. That means it cannot afford to damage relations with countries like China & Russia.
The rest of the EU can now see this - difficult discussions coming.

My own opinion is that this is sabre rattling for the domestic market. The EU has made such a bloody mess of procurement that they need to do something, but they can't go too far, b/c they need the Oxford vaccine. If they can only use the Pfizer one, deployment will be tortuous.

I'd make Liz Truss minister for inward investment with an immediate brief to talk with every major pharma co in the EU to see how we can help them be local to Europe but never face this again.
