The only reason I believe Oda didn't plan Gear 5 from the beginning is that the threat of Luffy's Devil Fruit was not mentioned once throughout the whole story before Wano, lets say for example the Gorosei at Chapter 500 mentions how Luffy's Devil Fruit is a threat to them (1/2)
