We got a call saying it is likely to be hours rather than days, so drove up to the hospital. My brother and dad were there and my sister joined us via video. We told stories and shared memories, talking to my mum. I am sure she heard us. It was good to say goodbye.

The SEND "explosion" in schools is because schools don't/can't meet the needs of children. A curriculum that is overloaded and expectations of formal learning that don't understand child development. Changes there would have more impact than not funding EHCPs.
