Hamas could have chosen to honor the cease fire, delivered the hostages as agreed, and could have chosen not to fire missiles. But they chose none of these, and the result is as expected, with Hamas and Qatari honor in tatters.

Perhaps if the Palestinians hadn't elected Hamas, and perhaps if Hamas let them go south away from the fighting, none of this would be happening. But they elected Hamas and Hamas has ordered them to stay, and they are staying. All else follows.
