What Helium did: prove product market fit for proof-of-coverage (a VERY special case of proof-of-physical-work). What Helium didn't do: prove LPWAN is a useful network. VZ/ATT launched LPWAN networks in 2019, and nobody uses those either. It's not a Helium-specific issue.

Sure, users spent $250M on Helium hardware, but that's <0.1% of any generation of mobile network. You can't point to $250M invested vs $6K of data transfer and say "Helium failed" after two years. They built the network faster than anyone has done before.
