A phobia is an irrational fear. Is it even possible to have an irrational fear of childbirth when it is completely rational to fear physical damage to your body? Entire concept of tokophobia should be abandoned.
No it's pure ideology. This stuff is safe enough to be sold at supermarket normally, without any specialist advice on hand, and has shelf life lasting months, probably years.
