There are not 1,771 shelter spaces open in Edmonton. Again, Minister Nixon is incorrectly adding transitional and short term supportive spaces into his calculation. Those spaces require application forms and sometimes even nightly fees. They are not emergency shelters.

Shelters in Edmonton are currently under-capacity and not turning people away. As of last night, January 12, there are 1771 shelter spaces open in Edmonton and provincially funded spaces in Edmonton were at 72% capacity yesterday.

Minister, I read all the evidence that @CityofEdmonton and @edmontonpolice brought in defence of their encampment eviction policy. I can tell you there was not a shred of evidence that forced evictions lead to a reduction in the number of people staying in encampments.

Albertaโ€™s government has provided funding for over 1700 shelter spaces that has flowed from the province to shelter operators. There are currently over 1400 shelter spaces in Edmonton. Another couple hundred spaces will be opening early this year to reach 1700 spaces. ย  Shelters

I also hope #covid19alberta gives us more reason to consider some kind of a basic income that can respond flexibly to pandemics as a way to: protect folks living in homelessness and the precariously employed, and (to some extent) fulfill treaty obligations to Indigenous peoples.

On one hand, the Court recognized it is difficult for unhoused people to bring legal actions to assert their rights. But on the other, the Court dismissed an action brought on unhoused peopleโ€™s behalf by one of the only non-profits in Edmonton willing, able, and qualified to act.

The GoA (homeward trustโ€™s biggest funder) had homeward trust remove their publicly available shelter data so the GoA could post this instead. No breakdown of the shelters counted at all. What a joke.

The UCP, EPS, and City admin have a new, unwritten scorched earth policy to encampments in Edmonton. Especially encampments in Boyle-McCauley. Most empty lots in Boyle-McCauley where unsheltered folks used to erect shelters for themselves have now been fenced off entirely.

Heartened to witness a security guard at MacEwan station checking on sleeping folks' wellbeing, telling them they can stay as long as they like (if they don't smoke or nothing), and telling them there's a warmer spot upstairs if they prefer.

The City moves encampments from City land despite inadequate shelter beds often gives 1hr notice & disposes of anything people canโ€™t pack takes peoplesโ€™ propane tanks, forcing people to use open fires or suffer frostbite moves encampments during extreme cold. It has to stop.

It is all the more troubling that, on top of that, the Court has now granted the City costs against the Coalition in response to the Cityโ€™s argument that costs are needed to deter future legal actions brought by groups claiming standing to act on behalf of unhoused people.

Most unsheltered Edmontonians (>65%) are Indigenous people whose ancestors have lived here since time immemorial. For them, encampment evictions are not just harmful, ineffective social policy. They are part of a long, cruel, colonial tradition of forced displacement.

I didnโ€™t notice this at first, but the officer who woke up the sleeping person was EPS. So five officers total from @edmontonpolice , sheriffs, and @CityofEdmonton transit peace officers were all collaborating on one detention of a sleeping unhoused person.

Despite that the Court will not hear the @coalition4jhr 's case against the encampment evictions on its merits, I hope we have persuaded some of this truth: Forced encampment evictions hurt far more than they help, especially when there are inadequate emergency shelter spaces.

@MattWolfAB @davecournoyer An eviction can take 30+ days, but under the law (assuming rent is due on the 1st) a 14-day notice can be given on the 2nd. I have plenty of experiences with 3 week eviction turnarounds. Please don't use generalizations as an excuse to withhold protections from vulnerable tenants

This data is important, because encampments that the City considers high risk, again >80%, are closed ASAP with no minimum notice requirement to residents, they don't get housing services from the Encampment Response Team, and they're subject to closure during extreme weather.

After Pekiwewin, the City/EPS are fearful of another protest camp arising. They have/are working on a specific "protest camp" response policy. Apparently, some officers think this policy authorizes the taking of signs expressing Indigenous healing.

a couple of our unhoused witnesses lamented how officers assume that their property is stolen. Turns out, they do! When assessing whether there is criminal activity in an encampment, officers presume some property to be stolen based solely on discretion.
