I was a bit sceptical about how much local citations can really move the needle.

If your site has 100 pages and only 10 of them receive clicks, your site is *not* helpful.
Now, should you really try to index *another* 1000 pages?

The higher DR I order, the more likely it's a PBN.
Backlinks from lower DR websites are cheaper and more contextually relevant.
If it's not a PBN, it's less likely to get a penalized.
