Not sure, the scandal was that they harvested huge amounts of personal data to make targeted ads in order to influence elections. This report just says "sure, they did that, but it was legal and maybe not that effective".

USD isn't backed by growth per se. MV = PY, P = MV/Y, if M(oney) increases, but V(elocity) decreases and Y (output) stays unchanged, then P(rices) don't increase. But if V were to rise, it's like Y (growth) would rise also, so again inflation not guaranteed.
